Chief Information Officer and Director of Information Technology and Applications Center, NHLBI

THE POSITION: The National Heart, Lung, and Blood Institute (NHLBI), a component of the National Institutes of Health (NIH) and the Department of Health and Human Services (DHHS) is seeking exceptional candidates for the position of Chief Information Officer (CIO) and Director of Information Technology and Applications Center (ITAC).    NHLBI is a national and international leader in heart, lung, blood, and sleep disorders. The CIO/Director, ITAC position offers an exciting opportunity for managerial leadership for a broad range of business, research, and clinical informatics programs in support of the biomedical research mission of the NHLBI. ITAC articulates the NHLBI Information Technology (IT) strategic plan, forecast future needs, sets, and implements NHLBI IT policies and procedures. 
 
The CIO/Director, ITAC will have oversight of all internal IT operations and support for administrative, Intramural and Extramural scientific programs. Provides leadership in several extramural product development and research programs including the NHLBI BioData Catalyst, Trans-Omics for Precision Medicine (TOPMed) and Cure Sickle Cell (CURESC) initiative. The goal of BioData Catalyst is to provide a comprehensive cloud-based data science platform for Heart, Lung, Blood, and Sleep (HLBS) research. TOPMed was established in 2014 as a resource for the NHLBI community that integrates whole-genome sequencing and other omics data with molecular, behavioral, imaging, environmental, and clinical data to help researchers develop more targeted and personalized treatments for HLBS disorders. CURESC’s patient-centered vision is to accelerate promising genetic therapies for scalable sickle cell disease cures within five years.

Additionally, the position will provide leadership to several trans-NIH product development and research initiatives including the NIH Data Commons Pilot Phase Consortium, the POST-Acute Sequelae of COVID-19/SARS-CoV-2 (PASC) program, the NIH “project 5” Jumpstart program for the NIH COVID Data Hub, NIH Collaboration for Platform Interoperability and the NIH Researcher Auth Service. The incumbent will collaborate with extramural researchers to guide product development of biomedical data resource products including the TOPMed Imputation Server with the University of Michigan and the American Heart Association’s Precision Medicine Platform. They will spearhead the implementation of major products for the Intramural Research Program including advanced storage and high-performance computing resources, clinical data management, Picture Archiving and Communications Systems, animal model management systems, etc. Supervises a team of 18 Federal staff from GS-15 to GS-9 and will serve as the Senior project Officer for more than 300 contractors engaged on more than 60 individual projects ranging from infrastructure improvement to custom software development.

Required Qualifications:

In order to qualify for this position, candidates must possess a Master’s level or higher degree in:
·      Engineering
·      Bioinformatics
·      Or an emerging or related scientific field.

In addition, candidates must have at least one year of experience related to the position, including achievements in one or more of the following areas to demonstrate the individual has received recognition as an expert in the field:

·      Conducted original biomedical research published in peer-reviewed journals of high stature
·      Received major prizes and awards (such as visiting professorships and named lectureships) in recognition of original contributions to biomedical research
·      Received invitations to speak at or chair major national or international meetings or symposia
·      Elected to membership in professional societies of high stature
·      Meets other criteria demonstrating sufficient rigor or accomplishment in a relevant or closely related field that is necessary to the accomplishment of NIH’s mission.
 
If you are a current Federal Title 5 employee, you must have one year of equivalent experience at the GS-14 level or above.
