Special Education Compliance & Transition Coordinator

Salary: $53,951-$83,209 (Commensurate with Experience)

Position Purpose

 
Responsible for coordinating, managing, developing, implementing and monitoring special education and transition services using research- based strategies for students with disabilities throughout the school division. Assists schools with IDEA compliance and analysis of student performance and post secondary planning data to target professional development and recommend delivery of high quality instructional and behavior interventions in order to close achievement gaps for students with disabilities.

 
 Essential Functions

 
  •  Focuses on state and federal compliance related monitoring of all Northampton County schools and programs, in collaboration with the Office of Special Programs
  • Ensure the implementation and monitoring of a comprehensive system for auditing special education records to ensure compliance with state and federal laws and regulations.
  •   Provides professional development in special education processes and procedures including post secondary transition requirements that align with federal law, state regulations and local policies and procedures. 
  •  Assist in periodic data collection and analysis and provide accurate and timely data to the Virginia Department of Education’s State Performance
  • Assists with the development and implementation of county procedures and programs for the education of students with disabilities.
  • Interprets data related to improving performance of students with disabilities across academic and behavioral skills.
  • Assists building level administrators to support general and special education teachers to increase capacity with implementation and monitoring of high quality special education services.
  • Foster and facilitate communication, trust and understanding between parents/community and school personnel regarding special education matters.
  • Work collaboratively with teams that may include, parents, family members, school staff, community agencies, and special education student advocates.
  •  Examine programmatic issues within the division and advise the school division on issues of compliance.
  • Monitor changes in legislation and legal guidelines and assist in the development of recommended policy, procedure or updates to division policies and regulations as needed.

Qualifications

 
Considerable knowledge of Federal and state Special Education law/regulations, IEP and special education record development, and Virginia Standards of Learning. Comprehensive knowledge of instructional strategies for diverse learners and special needs students. Demonstrates patience, respect, a receptive attitude towards students of varied age groups, and understanding of the specific situation. Must have knowledge of current accepted best practices utilized in the full continuum of placement options for students with disabilities. Must have knowledge of post secondary transition assessments and general requirements to support successful transitions for students with disabilities. Must have knowledge of the use of assessment and assessment data, data tracking and collection, record management and reporting methods. Demonstrated ability to listen and communicate effectively, both orally and in writing. Demonstrated ability to coordinate complex programs, activities, organize, schedule and train staff. Demonstrated ability in problem solving and decision making. Working skill in the use of technology to support job functions; use of Word, PowerPoint, Excel, Access, Outlook, and Google Suites preferred. 

 
Requirements

 
Must hold a valid Virginia teaching license with an endorsement in special education. Must hold a Master's Degree with an endorsement in Administration and Supervision or be eligible. Prior experience managing meetings and communicating special education compliance related topics, including instruction are preferred. Prior educational leadership, coaching or curriculum development experience preferred. 
 Additional Duties
Performs other related tasks as assigned by the Principal, Superintendent and other central office administrators as designated by the Superintendent.

Equipment
Use standard office equipment such as personal computers, printer, copier and fax machines, and telephone.

Travel Requirements
Travel to school district buildings and professional meetings as required.

  • Knowledge of current teaching methods and educational pedagogy, as well as differentiates instruction based upon student learning styles.
  • Knowledge of Elementary school curriculum and concepts.
  • Knowledge of best practices in administration, program evaluation and staff supervision.
  • Knowledge of data information systems, data analysis and the formulation of action plans.
  • Knowledge of applicable federal and state laws regarding education.
  • Ability to use computer network system and software applications as needed.
  • Effective verbal and written communication skills.
  • Ability to develop and implement projects.
  • Ability to communicate effectively with students and parents.
  • Ability to organize multiple tasks and conflicting time constraints.
  • Ability to engage in self-evaluation with regard to leadership, performance and professional growth.
  • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.
Physical and Mental Demands, Work Hazards
Work in standard office and school building environments.
