Elections Assistant

THE POSITION
Hennepin County’s Elections division is seeking to fill several temporary Elections Assistant positions to support multiple program areas through the 2022 election cycles. Program areas include customer service, voter registration and absentee voting. These positions will primarily consist of communicating with and responding to inquiries from residents and voters, data entry, in-person and mail out absentee voting support and other administrative duties as assigned. Elections Assistants must perform duties in a non-partisan manner and be able to provide excellent customer service, use technical and analytical skills, and perform a variety of administrative functions. The Elections division is looking for individuals interested in election administration, government processes, and interaction with residents. 

Candidates Bilingual in English, Somali, Spanish, Oromo, Hmong, American or Universal Sign Language are encouraged to apply. Bilingual candidates who pass a language assessment may qualify for additional bilingual duties and pay.  

Location and hours: 
These positions will be performed on-site at the Hennepin County Government Center, 300 South 6th Street, Minneapolis, MN 55487, or the 701 Building, 701 4th Avenue South, Minneapolis, MN 55415. Work hours will be Monday through Friday, 8 a.m. – 4:30 p.m., with some flexibility. Occasional evenings, weekends, and overtime may be required. 

About these position types:
These are limited duration (temporary), full-time, non-benefit-earning positions. These positions will start as soon as possible with an expected end date of November 10, 2022. 

These positions are internally classified as an Office Specialist I.

Effective September 1, 2021, all new job offers are conditional based on the candidate being fully vaccinated for COVID-19. “Fully vaccinated” means 14 days after receiving the second dose in a two-dose vaccination series approved by the U.S. Food and Drug Administration (FDA) on a full or emergency-use basis, or 14 days after receiving a single-dose vaccine approved by the FDA on a full or emergency-use basis. After a conditional job offer is made, the candidate must show proof of full vaccination prior to their start date. A COVID-19 vaccination card from the Center for Disease Control and Prevention (CDC), a vaccination record from your doctor’s office or a personal digital vaccination record constitutes sufficient “proof.” The candidate must also attest they are vaccinated by completing a form on the first day of employment. Reasonable accommodations to this vaccination requirement will be considered upon request by a candidate for medical or religious reasons as required by applicable law. 
 
In these positions, you will:
  • Process a high volume of time sensitive election material.
  • Communicate and respond to inquiries from residents and voters.
  • Perform data entry of absentee ballot applications and voter registration applications.
  • Issue absentee ballots in-person or by mail.
  • Review returned absentee ballots to ensure they meet all the legal requirements for being counted.
  • Assist with processing and counting absentee ballots.

Need to have:
  • One of the following:
  • One or more years of office clerical experience (or part time experience equal to two or more years of full-time experience).
  • Completion of one or more years of post-high school education.
  • An approved combination of education (3 semester credits = 1 month) and experience to equal one year or more.
  • Six months or more of office clerical experience and completion of the Office Specialist Pathway Training program
  • Six months or more of office clerical experience and completion of the Healthcare Clerical Pathway Training program.

Nice to have:
  • Experience:
  • Using the Statewide Voter Registration System (SVRS) or similar computerized data entry system.
  • Performing data entry from paper and/or electronic documents into a computer system.
  • Providing in-person and/or over-the-phone customer service to the public.
  • Working with Microsoft Office Suite applications such as Outlook, Word, etc.
  • Knowledge of basic policies and procedures related to elections.
  • Knowledge of using different computerized systems/databases.
  • Ability to:
  • Lift materials up to 25 pounds.
  • Follow instructions completely and accurately.
  • Work in accordance with Minnesota statutes and rules.
  • Understand basic elections policy and procedures.
  • Demonstrate teamwork skills working with a diverse group of co-workers.
  • Interact fairly and impartially with a large, diverse voting population.
  • Provide non-partisan, impartial and excellent customer service.
  • Meet daily deadlines.
  • Use problem solving techniques to complete daily work.
  • Use a computer with basic knowledge of Microsoft Office
