Grants Specialist

Under the matrixed supervision of the Associate Director of the Office of Planning and Innovation (OPI) and Grants Administration Manager, the Grants Specialist will support the planning and implementation of public health initiatives in alignment with the Harris County Public Health (HCPH)’s strategic goals.

Position Summary:
This position is responsible for identifying grant opportunities, coordinating with the internal cross-functional team, funders, and grant program managers, planning and writing grant application materials, and maintaining overall communication for all phases of the assigned grant projects surrounding HCPH initiatives.

Duties & Responsibilities 
  • Responsible for the coordination of cross-functional teams that include members from different offices and divisions toward grant application deliverables
  • Required to identify and select major grant opportunities for optimal financial sustainability in support of agency objectives
  • Writes proposal narratives and abstracts for grants and other funding opportunities
  • Plan, design, compile and submit grant application materials in accordance with county protocols
  • Assist in the build, deployment, and maintenance of a centralized agency-wide grant management portal
  • Aligns new and existing grant resources with strategic agency objectives
  • Research, analyze, and make grant recommendations to the Grants Administration Manager and OPI Associate Director
  • Develops well-crafted presentations as needed
  • Other duties as assigned

Education & Experience Requirements
  • Bachelor’s Degree in Healthcare Administration, Business Administration, Policy, Public Administration, or related field
  • At least two (2) years of work experience in healthcare, public health, or social services administration settings
  • At least two (2) years of experience writing and developing health program grant proposals, plans, and strategies

Preferences:
  • Master’s Degree in Public Health, Public Administration, Public Policy, Health Promotion, Communication, Community Organization, and Advocacy, or other related field
  • At least two (2) years of experience in fund development and grant management including revenue generation through competitive federal grant applications
  • At least two (2) years of experience in other fund development activities including state and foundation competitive grant writing, and/or private fundraising

Work Environment: 
  • Work environment is typically in an office environment but may require infrequent travel and interaction with the community at public events.

Position Type and Typical Hours of Work: 
  • Typical work hours are Monday through Friday 8:00 am to 5:00 pm. 
  • May require periodic overnight travel and long hours/overtime during emergencies/disasters.
