A day in the life:
  • Lead a team of environmental specialists responsible for conducting environmental activities, which includes reconnaissance and development, construction and maintenance activities.
  • Participate as a key decision-making member on project teams, including developing project purpose and need, project alternatives and environmental impact avoidance and minimization measures.
  • Prepare environmental baseline reports.
  • Monitor projects for change in scope and coordinate with environmental specialists and regulatory agencies.
  • Coordinate with local, state and federal agencies to obtain environmental clearances for projects.
  • Write and/or review Federal Highway Administration (FHWA) documentation to complete National Environmental Policy Act (NEPA) process for projects.
  • Serve as our initial contact/resource for environmental issues involving construction/maintenance and operation programs during planning, NEPA and design.
  • Collaborate with environmental specialists and environmental regulatory agencies in environmentally related programs or serve in these programs.
  • Coordinate and assist in the training for environmental subjects delivered to construction crews, maintenance staff and new employees.
  • Conduct project environmental inspections and on-site review of construction projects.
  • Perform field and literature scoping – writing the preliminary assessment of a proposed project’s environmental effects, constraints on the project development schedule and overall duration for environmental work.
  • Work is performed in an office environment with hybrid work options available.
  • Field and site work required (field trips average two to 12 hours per week) – field work includes exposure to highway hazards and walking along highways and crossing bridges.

What we need:
A bachelor's degree in an environmental science, a physical science, a natural science, engineering, or a closely-related field AND three years of environmental analysis or resource project management experience, one year of which must have included research design and analysis.

Three additional years of environmental analysis or resource project management experience may substitute for the bachelor's degree.

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Note: You do not need to have all these qualities to be eligible for this position. 
  • Proven experience developing strategies that comply with environmental laws, policies, and regulations and move complex projects forward, with a preference for transportation-specific experience.
  • Ability to oversee and manage consultant contracts for public works projects, with a preference for transportation-related experience.
  • Understanding of NEPA as well as federal and state transportation and environmental policy.
  • Demonstrated knowledge and experience applying environmental laws, permit requirements, and other regulations to active construction projects.
  • Experience explaining technical information to a wide variety of audiences.
