Financial & Budget Technician

Summary

This position is located at U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Location Support Staff.

The primary duty location for this position is 100% remote and will be confirmed at time of selection. This announcement will close once 75 applicants are received.




Duties

  • Prepares financial data and estimates for Location fund holders for annual budget preparation documents, based on historical data, recurring costs, and annual guidance.
  • Conducts monthly reconciliations of prior years ?pending? documents (and entries), verifying the completeness and accuracy of the accounting data and taking timely corrective action where required.
  • Conducts and reconciles work on the quarterly review and submission of unliquidated obligations for all open fiscal years and ensures that the obligations are still valid.
  • Utilizes and manipulates many independent systems in order to create, modify, and reconcile complicated data.
  • Manages the Location?s CATS system/processes, establishing new accounts in CATS, reviewing FMMI and validating CRIS linking data within the framework of the account structure and the financial plan system.
  • Reviews expenditure information for numerous reimbursable agreements, prepares Reimbursable Agreement bills quarterly for the Budget Analyst as appropriate, and ensures billings and collections are realized.
  • Receives requests via email or verbally to enter into IAS a committing document and verifies accounting data is correct in both CATS and on the IAS requisition.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Minimum Qualifications for 0503 Series at the GS-6Specialized Experience:

For the GS-06, this includes one year of experience comparable to the GS-05 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is:
  • Performing budget and financial management tasks including quality control of financial data.
  • Reviews and provides input to unit leadership.
  • Operating accounting or financial systems.
  • Provide training and assistance to unit Program Support Assistants on CATS and ARIS systems.
  • Preparation and/or forecasting cost estimates or budgetary data.
  • Work with unit representatives to assist with ARMPS preparation and budget execution.

Minimum Qualifications for 0503 Series at the GS-7
Specialized Experience:

For the GS-07, this includes one year of experience comparable to the GS-06 which is directly related to the work of thisposition, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is:
  • Performing budget and financial management tasks including quality control of financial data.
  • Reviews and provides input to unit leadership.
  • Operating accounting or financial systems.
  • Provide training and assistance to unit Program Support Assistants on CATS and ARIS systems.
  • Preparation and/or forecasting cost estimates or budgetary data.
  • Work with unit representatives to assist with ARMPS preparation and budget execution.
  • Modify and customize financial management processes, procedures and formats to support customer needs
Time in grade: 52 Weeks at the next lowest Grade

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
