The State of New Hampshire, Department of Agriculture, Markets, and Food, Division of Animal Industry has a full-time vacancy for State Veterinarian.

The State Veterinarian will provide expertise in veterinary medicine and animal care during work with various animal species while directing the division of animal industry, to include performing or facilitating administrative, supervisory, financial, technical, professional, and public communication duties relative to functions of the Department of Agriculture, Markets, & Food. The successful applicant will support development and improvement of animal health policy to ensure the protection of agriculture in New Hampshire, including animal disease surveillance and response, emergency management, resource allocation, and animal disease traceability. The State Veterinarian also supports sister state agencies where veterinary expertise is necessary, including zoonotic disease work with NH Department of Health and Human Services (DHHS), wildlife disease work with NH Fish & Game, and agricultural disaster preparedness and response with NH Homeland Security and Emergency Management. The State Veterinarian will lead and supervise a team of 8 in these efforts, including the assistant state veterinarian, animal health technicians, and other administrative support staff.

The Division of Animal Industry is responsible for prevention and control of infectious diseases of livestock and poultry for the benefit of public health and the economy. The goal is protection of people, livestock and poultry from illness. The division is also responsible for regulating transfer of animals customarily used as household pets. As well, the division is available to police as subject matter experts in their enforcement of the animal welfare and abuse laws. The division shares oversight of a veterinary diagnostic laboratory at the University of New Hampshire used by veterinarians in the state to identify animal health problems. The State Veterinarian administers the division.

 

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education. 
 

MINIMUM QUALIFICATIONS:

Education: Doctorate of Veterinary Medicine (DVM, VMD, or equivalent as determined by the New Hampshire Board of Veterinary Medicine).

Experience: 5 years of practice, including large animal practice.

 

License/Certification: Eligible for licensure or currently licensed pursuant to NH RSA 332-B. Eligible for accreditation or currently accredited as defined in NH RSA 436:93,I. Possession of or eligible for a valid New Hampshire operator’s license.

 

Specific duties of the state veterinarian include but are not limited to:

· Develops, directs, and/or evaluates programs to protect and promote animal agriculture in the State of New Hampshire.

· Represents the department with federal, state, and local government units, in the media, or with private organizations. Participates in state, regional and national organizations for state animal health   officials.

· Ensures compliance with applicable federal and/or state laws, regulations, and/or department rules, standards and guidelines, etc.

· Supervises subordinate personnel including: hiring, organizing workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.

· Develops and implements procedures in response to agency policy, state and federal laws, etc.

· Prepares and justifies budget recommendations, requests, reports, proposals and/or projections.

· Serves on various boards, councils, committees, or task forces to coordinate department activities and facilitate department goals and initiatives.

· Provides guidance to the commissioner on key legislative issues, rulemaking, task forces, committees, etc. impacting animal agriculture.

· Communicates with news and other media as well as the general public; responds to media questions in an appropriate public relations manner.

· Reviews legislation to determine impact on the operation of department or the state. Gives recommendations regarding implementation of passed legislation.

· Oversees epidemiologic investigations, regulatory and emergency disease control efforts, and disaster response.

· Oversees the implementation and management of cooperative State-USDA programs and activities. Reviews and submits accurate and timely reports, inspections and investigations.
