Job Overview

The Illinois Environmental Protection Agency (EPA), Finance Section, Chief Financial Officer is seeking an Executive I to perform duties related to all facets of the Grant Accountability and Transparency Act (GATA) and its programs. The ideal candidate for this position will be organized, detailed and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions

  • Serves as a Statewide Agency Grant Accountability and Transparency Act (GATA) Program Specialist, performing
    highly complex technical functions for the Director/Chief of Staff, Finance Section, for all Bureaus and Divisions of
    the Illinois Environmental Protection Agency (IEPA);
  • Establishes procedures for monitoring, reporting, review and analyzation of Grant requests;
  • Coordinates, develops and implements policy for the Agency GATA programs and CAO;
  • Provides guidance with grant and rebate processing:
  • Develops and maintains critical liaison relationships and communications with Agency staff, CAO and staff, CFO,
    Governor’s Office of Management and Budget (GOMB) and other official State Authorities;
  • Coordinates inquiries from Agency staff, CAO, Grantees and private vendors;
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
    above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with
    courses in business, public administration, and accounting or a related field.
  • Requires one year of responsible administrative experience in a public or business organization or completion of an agency
    approved professional management training program.

Specialized Skills (Used for certain BU Employees only)

  • Requires one year of experience in preparing GATA-related grant agreements.
  • Requires one year of experience in preparing GATA documentation.
  • Requires one year of experience in the GATA registration process.
  • Requires one year of experience with Internal Control Questionnaires and the audit review process.

Preferred Qualifications (In Order of Significance)

  • Prefers at least one (1) year of experience in the principles of governmental accounting, program budgeting, personnel,
    statistics, and procurement and an understanding of Grant Accountability and Transparency and related administrative grant
    rules, including grant-making procedures.
  • Prefers at least one (1) year of experience in reviewing, drafting, and producing financial reports.
  • Prefers at least one (1) year of experience in monitoring, reporting, compiling, reviewing, analyzing, and reconciling Grant
    and agreements.
  • Prefers at least one (1) year of experience in communicating with stakeholders both orally and in writing.
  • Prefers at least one (1) year of experience in grant management activities in a public or private organization.
  • Prefers at least one (1) year of experience in analyzing and auditing grant documentation to ensure compliance with rules,
    regulations and guidelines.
  • Prefers extensive knowledge of the principles and practices of public and business administration.
  • Prefers ability to develop and manage a small agency or company/business function program.
  • Prefers ability to analyze administrative problems and adopt an effective course of action.
  • Prefers ability to develop, install and evaluate new and revised methods, procedures and performance standards.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring
    the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.)
    requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
    of State that will be made available for examination and copying by the public. All employees required to file a Statement of
    Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics
    Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the
    employee should be aware that if offered non-State employment during state employment or within one year immediately
    after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office
    of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
