Job Description
Manage multiple concurrent projects, tasks or assignments including their scopes, schedules, budgets, deliverables, and quality. Supervise other staff members. Serve as responsible-charge engineer for conceptual, preliminary, final design and technical support construction of the new construction, replacement, rehabilitation and maintenance of bridges, culverts and other structures. Oversee development of construction plans, specifications, special provisions, quantities, project cost estimates, and construction cost estimates. Complete interdisciplinary coordination of, and review and interpretation of reports by other disciplines. Complete structural analysis and design of bridges, culverts and other structures so that they meet VDOT and AASHTO standards, specifications, policies and practices. Lead aspects of bridge maintenance and management program including bridge management, performance management, life cycle cost, funding analysis, dashboard development, and report development. Supervise and train professional engineering and technical staff. Plan, develop, coordinate and monitor activities of engineers responsible for the technical review, analyses and approval of engineering activities. Lead projects across functional areas of the department. Provide project management and leadership to include planning, supervising, organizing, monitoring and directing work activities of staff and resources. Coordinate activities with management, stakeholders, customers, and key individuals throughout VDOT. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.
How you will contribute:
- Communications: Respond to technical inquiries from employees, the public, local government agencies, stakeholders and other special interest groups. Establish and maintain timely communications and close working relations with project team members to ensure vital technical project information is disseminated.
- Design and Analysis of Structural Elements: Complete structural analysis and design of bridges, culverts and other structures including sizing and detailing of components. Ensure the above complies with VDOT and AASHTO standards, specifications, codes, and regulations as they relate to bridge and structural design.
- Facilitate Section Improvement: Suggest and lead the implementation of improvement opportunities for the section. Develop implementation strategies that result in improved quality in the outcomes for customer satisfaction and efficiency.
- Leadership and Program Support: Provide leadership and direction to to assigned engineering team. Provide technical support and assistance to VDOT staff in other divisions or districts on projects as needed to meet goals. Prepare and review technical reports. Act as team and technical lead for projects and proposals. Provides technical leadership to engineers and technical staff. Provides recommendations on various technical aspects of assigned engineering program.
- Management Reporting: Prepare frequent management reports documenting staff task assignments, project status and unresolved issues requiring management direction and decision.
- Quality Program: Implement the Quality Program for assigned roles such as Developer Designer, Quality Control Checker, Quality Assurance Reviewer, or manager of the project, task or assignment.
- Reporting and Data Analysis: Develop presentations, SharePoint Sites, web pages, dashboards, and comprehensive reports. Use data science software; use and modify databases, and programming tools to collect, extract or combine data for data analysis; complete analysis of NBI, NBE, financial and other data; and draw rational conclusions, develop solutions, and propose recommendations from the analysis. Lead and complete aspects of the bridge maintenance, management and asset management program including bridge management, performance management, life-cycle cost, multi-objective, optimization and funding analysis.
- Responsible Charge Engineer: Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
- Responsible Charge Engineer: Serve as RCE for development of contract packages for bridges, culverts and other structures. Oversee development of design plans, specifications, special provisions, quantities, project cost estimates, and construction cost estimates. Coordinate with other disciplines including the roadway; drainage; geotechnical; utilities, right-of-way; hydraulic and hydrologic; traffic; environmental; and construction disciplines. Review reports by other disciplines. Develop conceptual plans, preliminary plans and type size and location reports.
- Team Leadership: Supervise team of engineers and technicians. Assign projects and task, monitor work progress and provide guidance. Promote training and development opportunities.

- Knowledge of deterioration modeling, NBI and NBE bridge inspection data, and preservation and preventative maintenance actions and practices.
- Knowledge of local, state and federal transportation rules, regulations, specifications and standards.
- Knowledge of project management practices and principles.
- Knowledge of strategic, operational and financial management principles, practices and techniques.
- Knowledge of supervisory principles and practices to include performance management and discipline.
- Serve as responsible-charge eng for conceptual, prelim, final design and tech support construction for new construction, replacement, rehab and maint of bridges, culverts and other structures.

Minimum Qualifications:

- Completed conceptual, preliminary, final design and tech support construction for new construction, replacement, rehabilitation and maint of bridges, culverts and other structures.
- Degree in Civil Engineering, Structural Engineering or related field.
- Experience managing concurrent projects, tasks and or assignments. Ability to review and administer consultant contracts.
- Knowledge of deterioration modeling, NBI and NBE bridge inspection data, and preservation and preventative maintenance practices.
- Valid Professional Engineer's license.
Additional Considerations:
- Completed NBIS in-service bridge inspection. Completed element level inspection, and have in-depth knowledge of the AASHTO Manual for Bridge element inspection.
- Experience completing scoping of bridge projects.
- Experience in bridge design engineering, rehabilitation, and maintenance, and managing consultant contracts.
- Experience with bridge management system analysis, multi-objective system analysis, life cycle cost analysis, funding analysis.
- Experience with data analysis, statistical analysis, bridge or maintenance systems management.
- Experience with systems, life cycle cost analysis, multi-objective prioritization analysis, or performance management analysis.
- Experience with the following - Tableau, SharePoint, Business Objects, Power BI, Crystal Reports, SQL, Arc GIS, etc..
- Experience with the use of and theory behind bridge management analysis modules within AASHTOWare BrM or equivalent.
- Experience with using and modify databases, and or SQL and VBA to complete complex data analysis, and SharePoint Sites, web pages, and dashboards.
