Position Overview: 

This position is the department’s initial point of contact for all over dimension and overweight permitting inquiries and questions for the safe and efficient movement of exceptionally large over dimension and overweight objects within and through the state. The incumbent responds to customers, law enforcement personnel, and other government agencies by phone, email, or through the Illinois Transportation Automated Permits (ITAP) public contact requests website on questions regarding over dimension and overweight rules and regulations.

Essential Functions

  • Ensures all exceptionally large or heavy permit moves are issued in accordance with the department's statutory obligations and policies relative to the safe and efficient movement of oversize and overweight vehicles.
  • Ensures all applicants are treated fairly and that each permit application is acted upon without undue delay.
  • Issues special permit offerings.
  • Reviews requests for emergency movements and issues or denies authorization for such moves.
  • Analyzes, compiles, maintains, and distributes technical data on the structural capability of bridges, vertical and horizontal clearance of structures, and other temporary or permanent route restrictions.
  • Maintains a database with both mainframe and personal computer applications.
  • Analyzes specialized heavy hauling equipment and approves or denies its usage for permit movements.
  • Reviews and recommends controls to ensure safe and efficient movements, accuracy of calculations, and compliance with statutes and regulations.
  • Recommends and monitors controls to ensure the highway system is not unduly damaged and the safety of the traveling public is not endangered by the movement of over dimension and overweight vehicles and loads.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned. 

Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS thirty months of engineering experience; OR Six years of engineering experience.

Preferred Qualifications

  • Knowledge of oversize and overweight loads.
  • Ability to read and interpret maps.
  • Ability to assimilate data into comprehensive technical reports.
  • Three years of experience with the Illinois Transportation Automated Permits (ITAP) system.
  • Three years of experience with graphic information systems (GIS).
  • Knowledge of permit laws and policies.
  • Familiarity with various vehicle combinations used to transport heavy loads.
  • Working knowledge of the Microsoft Office Suite.
  • Ability to maintain professional and harmonious relationships with departmental staff and the public.
  • Effective oral and written communication skills.

  • Occasional statewide and out-of-state travel with overnight stays.
  • Successful completion of a background screening.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
