Employee will be assigned to the Division of Air Quality (DAQ), Permitting Section in the Charleston Headquarter Office. Under limited supervision at the full performance level the employee will perform a wide variety of engineering services.
Duties include:
- Review and process New Source Review permit applications to ensure that facilities are operated in accordance with applicable state and federal air pollution control laws and regulations, as well as consistency with sound engineering practices.
- Conduct research regarding a facility's current permits and compliance status.
- Prepare draft permits and other associated documents which are reviewed prior to issuance for accuracy and completeness.
- Compose reports detailing recommendations, conclusions, and findings.
- Communicate with the public, industry, and other regulatory agencies when appropriate.
- Develop and maintain knowledge of existing and new state and federal regulations and air pollution technologies through training and independent study.
- Prepare a variety of reports and correspondence, update computer data files on a regular basis and initiate procedures for pursuing administrative enforcement actions when appropriate.
- Conduct field inspections which may require walking over rugged terrain in inclement weather.
- Employee will perform other duties as required.
Expectations:
Must have a bachelor's degree from an accredited college or university with a major in civil, electrical, mechanical, or chemical engineering.
Must be eligible to be licensed to operate a motor vehicle.
Must be able to communicate effectively both orally and in writing.
Must be computer literate and proficient in the use of Microsoft Word and Excel.
Regular attendance is a essential part of this position.
The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.
Qualifying applicants will be required to complete an internet based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.

Minimum Qualifications
Training: Bachelor's degree from an accredited college or university with a major in Engineering.
OR
Substitution: Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.
Special Requirement: A valid driver’s license is required.
NOTE: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying degree. The qualifying degree must be verified before the employee may be certified permanent.
