Civil Engineer I
The City of Mason City is seeking an entry level Civil Engineer I to join our Engineering team. This position offers the opportunity to work on a wide variety of municipal infrastructure projects that directly impact the quality of life in our community. This position works under the general supervision of a professional engineer and supports the planning, design, construction, and maintenance of public infrastructure systems within our city.
Duties/Responsibilities
- Assists in construction, inspection, maintenance of streets, sewers, street lighting, traffic control devices, water treatment and distribution systems, design and drafting, surveying equipment maintenance, and other public works functions, including preparation of appropriate reports.
- Formulates and recommends the adoption of revisions to the technical design criteria and standard specifications for the design and construction of roadways, water distribution systems, sanitary sewer and storm water systems while ensuring the scheduling of inspections, approval and monitoring of progress of such projects. Prepares, or reviews as appropriate, all preliminary and final design for sanitary sewer, storm water, roadway, and water main construction. Oversees final inspection of construction projects and recommends final acceptance.
- Assists in the design and assembly of plans and specifications for municipal constructions projects, including but not limited to establishing design criteria for sanitary and storm sewers, water mains, street pavement, and pedestrian ramps.
- Reviews private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits, and compliance with approved plans. Assists with preconstruction conferences.
- Oversees project management for the construction of municipal public works projects. Prepares engineering plans and specifications, bidding competency of contractors and vendors, and the selection criteria for public contracts. Oversees assigned projects to ensure contractor compliance with time and budget parameters of the project.
- Assists with the maintenance of infrastructure records. Reviews and updates the sanitary sewer, water, storm drainage, and street system maps, and updates the GIS system.
- Negotiates contract change orders and final contract quantities with contractors, coordinates contract requirements with maintenance supervisors, prepares and submits various project status or progress reports, and resolves citizen complaints pertaining to errors. Determines work procedures, perhaps work schedules, and expedites work flow. Assists with preparation of equipment specifications and bid solicitations for equipment.
- Works with other City, State and County departments and the public, responds to complaints, questions, and comments in a timely and professional manner.
- Assists in the review of utility permits, storm water management plans, traffic impact analysis reports, traffic control and detour plans, and additional engineering reports and studies.
- Assists in the development of pavement management systems and intersection signal and channelization design.
Minimum Qualifications
- Graduation from an accredited four-year college with a bachelor's degree in civil engineering, or a closely related field
- Proficiency in Microsoft Word and Excel.
Special Requirements
- Valid driver’s license or ability to obtain one prior to appointment. Must maintain compliance with City’s Administrative Policy on Operation of City Vehicles (AP 5.03).
- Must have an Engineer-in-Training (EIT) certificate within eighteen (18) months of appointment.
