The County of Los Angeles has declared a local state of emergency on homelessness and is expanding its response. We are seeking skilled and mission-driven Application Developers to support critical systems addressing housing, mental health, and substance use challenges across the County. About the Role
As an Application Developer II, you will design, develop, and maintain applications that support homelessness services and housing initiatives. This role involves working on enterprise-scale systems, integrating data, and ensuring reliable, user-focused solutions.
Key Responsibilities
- Develop, test, and maintain business applications and system interfaces
- Write and execute data integration processes (ETL)
- Perform unit, modular, and integration testing
- Troubleshoot and resolve application issues
- Prepare technical documentation, user manuals, and help files
- Support system implementations and application installations
- Research and recommend development tools and methodologies
- Assist with vendor coordination and technical evaluations
Minimum Qualifications
You must meet one of the following:
Option I:
- 2 years of recent experience (within last 3 years) equivalent to Application Developer I
- Including 1 year working with enterprise-scale systems
Option II:
- 4 years of recent experience (within last 5 years) in application development (coding, testing, debugging)
- Including 1 year working with enterprise-scale systems
Desirable Qualifications
- Experience with homelessness services systems (e.g., HMIS, LA-HOP, RMS, UHA)
- Background in public sector or nonprofit organizations
- Experience with enterprise or SaaS platforms
- Web development experience with: ASP.NET, C#, VB.NET, HTML/CSS, JavaScript
- Python experience for cloud-based application development
- Experience integrating data systems and providing technical support
