The Idaho Department of Health and Welfare is looking for two Grants/Contracts Program Specialists to join the newly established Idaho Office of Rural Health Transformation (IORHT) in our downtown Boise location. In this role, you will be a key player in implementing a landmark, 5-year, multimillion-dollar federal grant aimed at revitalizing healthcare access across the state. We are seeking a detail-oriented professional to manage the lifecycle of contract and subaward agreements. This role balances technical drafting and procurement support with rigorous federal compliance monitoring to ensure all department activities meet high standards of fiscal and operational integrity.
Activities include advancing the federal grant, assisting with procurement processes, developing and maintaining subaward and contract agreements, completing risk assessments, and monitoring recipient compliance with federal and state requirements. These are limited service, full-time positions.
This position is not eligible for telework.
This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

EXAMPLE OF DUTIES:
- Lead the development and revision of contract and subaward agreements in partnership with procurement teams. Prepare necessary amendments and supporting documentation for shifts in budget, scope, or performance timelines.
- Assist in crafting Requests for Proposals (RFPs) and participate in the formal evaluation of vendor proposals.
- Actively monitor contractor and subrecipient performance against federal requirements and 2 CFR 200 standards. Identify potential compliance gaps and recommend formal corrective actions.
- Conduct subrecipient risk assessments using departmental tools and prepare documentation for federal prior approval requests regarding new contractors. Implement specialized monitoring strategies based on identified risk levels.
- Support the creation and tracking of corrective action plans. Coordinate documentation for external audits and internal monitoring reviews in collaboration with existing staff.
- Maintain official agreement files, tracking tools, and document repositories to ensure all compliance records are up-to-date and accessible.
MINIMUM QUALIFICATIONS: You must possess all the minimum qualifications below to pass the exam for this position. - Experience interpreting, applying and explaining policies, laws and regulations. Typically gained by at least six months of experience reviewing for compliance with laws and regulations (or policies and procedures) OR explaining to others how laws and regulations apply to specific situations OR completion of a college-level Business Law course.
- Experience collecting, organizing and evaluating information and writing a summary of findings. Typically gained by at least six months of experience collecting, organizing and evaluating data and writing a narrative report of findings.
- Some knowledge of grant or contract administration. Typically gained by completed training (of approximately 20 hours or more) specifically covering grant or contract administration; OR at least six months of experience with the collection, organization and evaluation of data to be utilized for grant or contract development and monitoring such as development of grant or contract budgets, scope of work, time tables, reporting requirements, and monitoring experience such as reviewing reports, compiling performance data, reviewing expenditures and the compilation of budget information.
- Some knowledge of bookkeeping. Typically gained by completion of one semester of high school bookkeeping OR approximately six months of work experience making routine debit and credit transactions, using worksheets and developing reports.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
- Experience with 2 CFR 200 federal regulations. Typically gained by at least three years' work experience with 2 CFR 200 federal regulations.
- Strong background in procurement processes and RFP development. Typically gained by at least three years' work experience in procurement processes and RFP development.
- Ability to manage complex documentation and multi-million dollar budget tracking. Typically gained by at least one year of work experience with maintaining organized contract, subaward, and compliance documentation across multiple agreements; or tracking budgets and expenditures across large federally funded projects to support monitoring and reporting.
