OPPD Infrastructure Deputy Division Director

Provides expert advice and leadership on a broad range of public health program and management initiatives related to federally funded capital infrastructure investments. Leads efforts to improve program effectiveness, business processes, and operational performance through strategic planning, critical analysis, resource management, policy development and implementation, stakeholder engagement, and customer-focused program management. Provides leadership direction and technical guidance in planning, directing, coordinating, monitoring, and evaluating capital investment programs and facility-related initiatives designed to strengthen health care access, capacity, and service delivery.
Initiates, develops, and coordinates crosscutting projects that address emerging and ongoing infrastructure, operational, and programmatic needs affecting health centers and the populations they serve. Oversees the review and evaluation of capital infrastructure activities, including facility construction, renovation, modernization, and related investments funded through federal grant programs. Serves as a senior consultant and liaison by providing expert advice, guidance, and coordination to internal and external stakeholders on program operations, capital project oversight, policy implementation, risk management, and compliance with applicable statutory and regulatory requirements.

OQI FTCA Director

Provides leadership and oversight for all aspects of the Federal Tort Claims Act (FTCA) program, ensuring ongoing compliance with FTCA deeming requirements for the Health Center Program. Oversees the preparation and submission of FTCA applications and renewals, evaluating and strengthening risk management and quality improvement systems, monitoring patient safety activities, conducting risk assessments, and ensuring the implementation of corrective actions when needed.
Implements medical malpractice risk reduction strategies, claims prevention, and compliance with FTCA-related policies and procedures. Oversees organizational patient safety and risk management programs, provides technical assistance to leadership and staff, and supports continuous improvement initiatives designed to reduce liability exposure, enhance patient safety outcomes, and maintain a culture of quality, accountability, and regulatory compliance throughout the Health Center Program. Working collaboratively with leadership, internal and external stakeholders to promote compliance, strengthen organizational performance, and support the delivery of safe, high-quality patient care.

OHCPM Program Coordination Deputy Division Director

Oversees a team responsible for coordination of health center and primary care service delivery program monitoring and technical assistance efforts. Supervises employees of various grade levels, providing both administrative and technical guidance. Managing project workflows, setting clear performance expectations, and regularly evaluating staff performance through formal and informal feedback. Resolves personnel issues, develops work improvement plans, and recommends personnel actions as needed to foster a productive and effective work environment.
The Deputy Director plays a critical role in coordinating program compliance and technical assistance activities across internal and external stakeholders, including HRSA, HHS, and other agencies. Provides expert advice on public health program operations, technical assistance and administrative management initiatives, guiding Division staff in planning, directing, and evaluating programs aimed at improving access to quality primary health care services. Designs and implements technical assistance strategies, disseminates program information, and ensures compliance with statutory, regulatory, and policy requirements to support the Bureau of Primary Health Care's mission.

OHCPM Strategic Support Deputy Director

Responsible for project management to assure measurable results to support achievement of the mission. Provides expert advice to the Division Director on a broad range of public health program and administrative management initiatives related to health care program operations. Provides leadership direction and technical guidance to Division staff in planning, directing, coordinating, monitoring and evaluating programs and initiatives that focus on improving the health of the nation's populations by ensuring access to comprehensive, quality primary health care services.
Supervises a group of employees performing work at various grade levels. Provides administrative and technical supervision. Performs the administrative and human resources management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes staff performance; demonstrates and conducts work performance critiques.
