Organizational Unit OverviewThe Center for Telepsychiatry and e-Behavioral Health (CTeBH) is actively engaged in helping our field effectively deal with the problem of lack of access that can sometimes force patients to travel long distances to obtain mental health services or forgo such services altogether. Aside from helping address the problems associated with access to mental health care, telepsychiatry also has the potential to address a pressing and difficult challenge in healthcare delivery system today: the integration of science-based treatment practices into the routine clinical care. The Center is also the home for the North Carolina Statewide Telepsychiatry Program (NC-STeP), which connects more than 50 hospital emergency departments and health departments across the state of North Carolina to provide psychiatric assessments and consultations to patients linked using telemedicine technologies. The program also provides outpatient services to patients in 13 outpatient clinics across the state.
The Department of Psychiatry and Behavioral Medicine provides educational, clinical, and research training experiences to medical students; psychiatry and other medical residents; psychology students and interns; and other learners in both psychiatry and the broader area of psychosocial factors that influence health and illness. To accomplish that, the department employs professionals from several disciplines and collaborates with other medical school departments and health care organizations to operate multi-disciplinary specialty clinics and programs.
In serving its mission of providing excellence in patient care and service in mental health, the department operates several clinical service lines, covering a full spectrum of psychiatric disorders across the life span. We provide these services in both inpatient and outpatient settings. These services are offered at the department-operated outpatient centers, at Vidant Medical Center, and at various affiliated community sites across Eastern North Carolina.
As the department strives to foster a collaborative environment committed to improving the health and well being of the people of eastern North Carolina and beyond, and in service of its various missions, the department collaborates with various community-based programs. These collaborative programs, which may be staffed jointly by the department and the community program, provide educational opportunities for medical students and residents as well as opportunities for testing new models of treatment applicable to the evolving mental health care delivery systems.
Primary Purpose of Position/Job Duties:
The primary purpose of this position is to provide a full range of psychiatric services to patients and their families via telehealth, including, but not limited to:
- Provide psychiatric and other mental health services to individuals, families, groups, and communities:
- Initial assessment and recommendation for care
- Crisis interventions as appropriate
- Ongoing group and/or individual therapies
- Ongoing medication management
- Ongoing management of laboratory reports
(order, review, intervene)
- Periodic evaluation of patient progress and future treatment recommendations
- Treatment of minor or chronic medical conditions that may co-exist with mental health conditions
- Participate in providing educational experiences for learners
- Participate in development, implementation, evaluation, and outcome monitoring of clinical care provision.
The services are provided both face-to-face as well as via telepsychiatry/telehealth.
Duties are performed under the guidelines established by the state board of medical examiners and in collaboration with a licensed physician.
Job Duties
The Department of Psychiatry and Behavioral Medicine seeks an Advanced Practice Provider to provide a full range of psychiatric and other mental health services to patients and their families: to include the following initial assessment and recommendation for care; comprehensive psychiatric evaluations including a comprehensive mental status examination; diagnosis of psychiatric disorders based on DSM-5 criteria; crisis intervention as appropriate; prescribing non-pharmacologic cognitive, behavioral, and other psychotherapies; ongoing group and/or individual therapies; prescribing pharmacologic agents and providing ongoing medication management; ongoing management of laboratory reports (order, review, intervene); periodic evaluation of patient progress and future treatment recommendations; treatment of minor or chronic medical conditions that may co-exist with mental health conditions; participation in providing educational experiences for learners; and participation in development, implementation, evaluation, and outcome monitoring of clinical care provision. Duties will be performed under the guidelines established by the state board of medical examiners and in collaboration with a licensed physician.

CLINICAL SUPPORT POSITION – NOT SUBJECT TO STATE HUMAN RESOURCES ACT.
The ECU Brody School of Medicine is affiliated with Vidant Medical Center. Vidant Medical is the flagship hospital for Vidant Health and serves as the teaching hospital for the Brody School of Medicine at East Carolina University.
Minimum Education/Experience
Graduation from a physician assistant program approved by the N.C. Board of Medical Examiners and “approved to practice medical acts” based on education and experience by the Board of Medical Examiners and two years of experience in the specialty area of assignment; or licensed as a registered nurse by the Board of Nursing and graduation from a nurse practitioner program approved by the N.C. Joint Subcommittee, and two years of experience in the specialty area of assignment; or an equivalent combination of education and experience. All degrees must be received from appropriately accredited institutions.
License or Certification required by statute or regulation
Licensed as a registered nurse practitioner or physician assistant by the Board of Nursing and graduation from a nurse practitioner program approved by the N.C. Joint Subcommittee
Preferred Experience, Skills, Training/Education
Psychiatry & Mental Health (PMHNP) certification. One or more years’ experience as a Advance Practice Provider in the mental health field or Psychiatric-Mental Health Nurse Practitioner.
– Knowledge of East Carolina University and Vidant Medical System policies and procedures.
– Experience working within an academic psychiatric setting.
– Demonstrated ability to collaborate / consult with members of the multi-disciplinary health care team to implement patient care recommendations.
- Experience providing assessments to determine the patient’s ability and willingness to participate in treatment.
– Experience with the North Carolina mental health commitment process.
– Knowledge of ENC community mental health and substance use resources.
-Experience with telepsychiatry
License or Certification required by the Department
Licensed as a registered nurse practitioner or physician assistant by the Board of Nursing and graduation from a nurse practitioner program approved by the N.C. Joint Subcommittee

If candidates are not identified at a Physician Extender II level, management may consider candidates at the Physician Extender I level.
