Keeping Washington Clean and Evergreen

Are you looking to start a career in environmental protection? This flexible, part-time position will provide you the opportunity to work with environmental staff and managers in the Water Quality program and play a key role our legislative efforts. You will get to learn about the legislative process and assist our outreach with stakeholders, and help launch and refine your career path with the State of Washington. We’re looking for people who can bring their blend of inter-personal and analytic skills to protect water quality.

The Water Quality Program within the Department of Ecology is recruiting for a Policy, Planning, and Performance Intern. This position is located in our Headquarters Office in Lacey, WA.

This is a non-permanent, part time position and is expected to last approximately 6 months. We expect this position to work approximately 20 hours per week, depending on the successful candidate's schedule.

The mission of the Water Quality Program is to protect and restore Washington's waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position will likely need to be in the office 1-2 days per week and be available for legislative session meetings and events. Ecology is following current state guidance regarding building occupancy, mask requirements, health screening questions before entry, and social distancing.

Duties

What you'll do:
  • Support the Deputy Program Manager in stakeholder outreach and process improvement projects.
  • Support the Water Quality Program's legislative and planning staff:
  • Research current law, codes, agency policies and procedures to understand program operations and to provide a context for interpreting legislative proposals (bills).
  • Research bills to assess their impact on the Water Quality Program.
  • Assist the Program Planner in coordinating and developing legislative analysis with the appropriate staff.
  • Ensure bill analyses and fiscal notes are accurate and posted to our internal tracking system.
  • Help draft memos regarding new and emerging issues (for example, you might review how other states are handling environmental issues, such as the regulations on net pens in coastal areas).
  • Support the Program Planner during the development, implementation, tracking, and reporting of the program's biennial plan.

This is a great opportunity to learn about the legislative process, gain experience working with managers, senior staff, environmental and technical specialists, and other stakeholders. You will use and build skills in facilitation and managing a public group process.
This position offers flexible hours and scheduling, and most of the work can be done remotely. You will need to reside in Washington State, and be able to commute to Lacey, WA for in-person activities and meetings.



Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational, volunteer and lived-experience. See below for how you may qualify.

Four (4) years of education and/or experience:

  • Education: in public policy, public administration, natural sciences, land use, environmental law, natural resource planning, or related field.
  • Experience: involving a combination of the below:
  • Performing research and compiling and synthesizing existing information
  • Technical writing of briefing papers or similar reports
  • Organizing and presenting data in graphic form using charts and graphs
  • Preparing for meetings by organizing agendas, taking notes, and tracking follow-up actions
