Healthcare Compliance Manager (McLean, VA)

Description of Duties
The Healthcare Compliance Manager is a full-time remote position which ensures contract compliance under the project for a team of medical professionals and technicians who are supporting the U.S. Immigration and Customs Enforcement (ICE) Health Services Corps (IHSC) Detention Centers. Medical and support staff are geographically dispersed across 20 locations in the United States and are responsible for providing safe, ethical, responsive, and accountable healthcare to all detainees under IHSC’s care. 
The Healthcare Compliance Manager is a key position on the Program Management team and is responsible for ensuring the company is 100% compliant on all aspects of the contract. The Healthcare Compliance manager works hand-in-hand with the contractor’s executive leadership to develop the steps and processes that will cultivate a culture of compliance (setting organizational standards, establishing guidelines and enforcing compliance protocols), and then takes the lead in conducting compliance training and education programs for all healthcare staff.

Duties and Responsibilities:
  • Coordinates with the company’s Director of Quality Management to ensure our Quality Management System is being fully implemented across the project. Establishes best practices for compliance and communicates compliance standards across the organization. 
  • Responsible for validating the licenses and credentials of all medical staff working on the project. Utilizes a Credentialling Verification Organization/System to verify credentials of medical providers. This includes conducting monthly checks with state license boards to verify conformity and to ensure 100% of our staff remains fully qualified. 
  • Responsible for reviewing 100% of the medical credentialing packets and ensuring they are submitted to the Government, error free and no less than seven business days before an employee’s start date. Advanced Practice Provider credentialing packets are submitted within 12 days. 
  • Responsible for ensuring 100% of the employee competency assessments/peer reviews are completed within 90 calendar days after their start date and annually thereafter. 
  • Responsible for ensuring 100% of Advanced Practice Providers are covered under an IHSC Collaborative Practice or Perspective Authority Agreement with a contract collaborating physician within 90 days after their start date. 
  • Responsible for ensuring 100% of complete privileging packets are submitted to the Government no less than 14 business days before an employee’s start date. 
  • Responsible for ensuring 100% of contract deliverables are submitted on time and accurately. 
  • Responsible for the administration of the project’s training management program and ensuring all required training is completed on time.
  • Works with each onsite Compliance Services Manager to all contract employees complete their Facility Orientation Checklist within 90 days of their start date. 
  • Updates customer portal/database to reflect the most up-to-date information on each compliance requirement. Frequently communicates to the Program Management team the status of all compliance requirements and elevates to the contractor’s Program Manager or General Manager issues to be resolved. 
  • Establishes and maintains a strong and positive working relationship with the on-site Government Technical Monitors (GTM) and onsite Contract Services Managers.
  •  Works closely with the GTM and each onsite Contract Services Manager to ensure contract staff orientation, training, and competency assessments are completed with no interruptions to the daily operations.

  •  Conducts compliance audits and risk assessments.
  • Prepares reports and responds to inquiries from the Program Management team and the Government. 

Required Education and Experience: 
  • Bachelor’s Degree, from an accredited school reviewed by the Department of Education, in Nursing, Health Care Administration, Public Health or a related field. A graduate degree with a specialized focus on healthcare compliance is desired. 
  • Minimum five (5) years of supervisory experience in a complex health care setting as an administrator or healthcare compliance manager with strong business and management skills. 
  • Experience as a healthcare professional who have served in a leadership role and experience working under extensive healthcare regulations. 
  • A firm understanding of the impact government regulations and compliance practices have on the daily working lives of physicians, nurses, and healthcare staff. 
  • Knowledge and experience in implementing compliance systems, conducting risk management, and performing follow-up to ensure 100% compliance. 

Required Licensure/Certification:
  • This position does not require privileging by IHSC.

  • Knowledge of a broad range of concepts related to effective supervision, staff administration and Human Recourses. 
  • Ability to effectively schedule, manage and team-build with a multidisciplinary workforce. 
  • Knowledge of staff development and basic adult learner teaching skills. 
  • Knowledge of the licensing and certification requirements for the professional disciplines operating in the clinic, in the state in which the duty station is located.

  • Ability to adapt to sudden changes in schedules and flexibility in work requirements. 
  • Ability to communicate proficiently in English (verbal and written) in order to develop positive rapport with co-workers and other stakeholders.

  • Ability to navigate in an electronic work environment including electronic health records, web-based training, and communications. 
  • Ability to apply critical thinking, strategic decision making and innovation skills to achieve positive outcomes. 
  • Knowledge of and functional proficiency in common Microsoft Office programs, specifically Microsoft Word, Excel, Outlook, and SharePoint. 
  • Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII).

Duty Hours/On-Call Requirements:
  • IHSC operates 24/7/365; this position may be required to respond during an emergency activation. 
  • This full-time position, or designee vendor equivalent, is required to be available telephonically to respond to the local GTM and/or Contract Services Manager during non-duty hours. 
  • This full-time position may require availability during evenings, nights, weekends, and holidays sufficient to meet the needs of contact staff. 

Physical Demands: 
  • Physically capable of performing duties and responsibilities as listed above.
  • Sitting for prolonged periods of time.
  • Frequent use of common office technology such as the computer, telephone etc.

Security Requirements: 
  • The Department of Homeland Security’s Personnel Security Unit (PSU) must render a Preliminary Favorable Fitness Determination to be considered a qualified candidate. 
  • A Complete Favorable Fitness Determination must be rendered by PSU upon completion of initial and subsequent background investigations to meet the requirements of this position. 
  • Must be a U.S. Citizen or Legal Permanent Resident. 
  • You must have resided in the U.S. or its territories for three (3) or more years out of the last five (5) years.
