Climate Commitment Act: Senior Air Monitoring Specialist (Environmental Specialist 4) (In-Training)

The Air Quality Program (AQP) within the Department of Ecology is looking to fill a Climate Commitment Act: Senior Air Monitoring Specialist (Environmental Specialist 4) (In-Training) position. This position is located in our Northwest Regional Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.
 
Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to this position's location in Shoreline, WA (King County).   
 
This is the perfect position for anyone who enjoys working outdoors and wants to apply their scientific expertise to help the Air Quality Program understand and reduce air pollution.
 
As Senior Air Monitoring Specialist, you will monitor the ambient air for fine (PM2.5) and coarse (PM10) particulate, ozone, and other criteria pollutants, as well as their chemical constituents, at locations throughout Ecology’s Northwest Region. Your work will specialize in continuous particulate and meteorological monitoring, including air sensor monitoring that will help AQP with implementing environmental justice provisions consistent with the Climate Commitment Act. You will also provide back-up operation for the near-road fine particulate Chemical Speciation Network, automated gas chromatograph that is part of the Photochemical Assessment Monitoring Stations (PAMS) program as well as manual method carbonyls and VOCs for the National Air Toxics Trends Stations (NATTS) program at the Seattle-Beacon Hill NCore monitoring site.
 
Being a reliable self-starter, an excellent problem-solver, and a natural collaborator is a must as you will function both independently and as an integral member of our regional and statewide teams of dedicated air monitoring professionals.
 
Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist (ES) field and achieve the goal class of an ES4. Candidates will be considered at the ES3 and ES4 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.

Duties

What makes this role unique? 
As a Senior Air Monitoring Specialist, you will be integral to measuring our progress in reducing criteria pollutants and implementing new monitoring in the communities most affected by pollution. You will perform all aspects of ambient air monitoring site operation, from identifying potential sites, through installation, calibration, and quality control checks for a wide variety of ambient air monitors located throughout the Northwest Region. You will frequently collaborate with ambient air monitoring personnel from Ecology, local air agencies, and Tribes throughout the state on exciting and interesting air monitoring projects and provide the highest level of technical assistance and training to your peers in the monitoring community.

What you will do:

  • Investigate and identify appropriate locations for, install equipment, and operate new and existing air monitoring sites in Ecology’s Northwest Region to help the Air Quality Program characterize air quality, meet federal air pollution standards, and ensure clean, healthy air.
  • Coordinate with agency and community partners to implement Environmental Justice-oriented monitoring in Ecology’s Northwest Region as required in the Climate Commitment Act.
  • Coordinate with contractors on installation of new monitoring locations (site prep, power, fencing, etc.) to ensure sites are installed properly and state resources are used responsibly.
  • Install monitoring equipment including the site shelter and air monitors and coordinate with appropriate AQP teams to configure air monitors with data logging equipment.
  • Install and operate temporary monitors and low-cost air sensors as needed to respond to wildland fire smoke and other emergent events.
  • Implement special project monitoring to help prevent nonattainment.
  • Perform quality control and calibration activities to ensure proper instrument operation and collection of high-quality data.
  • Review, analyze, and make recommendations on ambient air monitoring and quality control policy to help AQP continue to meet federal and state quality system requirements.
Qualifications
The goal class for this position is Environmental Specialist (ES4). We will consider applicants who meet the requirements for the ES3 and ES4 levels. If the finalist meets the requirements for the ES3, they will be hired in at that level and placed into a training program to become a ES4 within a specified period of time.

At the Environmental Specialist 3 level: Salary Range 49 ($4,213-$5,668 monthly) (in-training)

Special Requirements/Conditions of Employment: 
  • Must possess and maintain a valid driver's license.

Desired Qualifications:

  • Experience operating or performing quality assurance audits on air monitoring instrumentation for determining compliance with the National Ambient Air Quality Standards. 
  • Ability to interpret and explain technical information to non-technical individuals. 
  • An advanced understanding of the principles involved in calibrating, maintaining, and operating air monitoring equipment.
  • Experience with emerging technologies and techniques of air quality sampling, testing, data gathering, basic research, and field investigations. 
  • Experience using statistical analysis software tools such as R, SigmaPlot, ChemStat, Minitab, IGOR, or other data analysis software.
