GIS Application Developer - Journey

The Information Technology Management Unit within the Department of Ecology’s Water Resources (WR) program is currently looking to fill an GIS Application Developer - Journey position. This position can be located in any of the following Ecology offices.

Headquarters Office in Lacey, WA.
Northwest Region Office (NWRO) in Shoreline, WA.
Central Region Office (CRO) in Union Gap, WA.
Eastern Region Office (ERO) in Spokane, WA.

Upon hire, you must live within a commutable distance from the duty station.

Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $6,671 - $8,972 per month.

Program Mission: The mission of the Water Resources Program is to support sustainable water resources management to meet the present & future water needs of people & the natural environment, in partnership with Washington's communities.

Duties

What makes this role unique?
We are a cross-functional team of 10 Information Technology professionals who are dedicated to providing advanced software applications to support the WR program’s scientists, engineers, inspectors, and policy makers.

In this role, you will work in a supportive and professional environment with fantastic people who are passionate about the environment, understand the importance of work-life balance, and are focused on continual improvement and learning. You will contribute to diverse projects using ESRI GIS tools, Microsoft development stack and agile methodologies to tackle some of today's most challenging and exciting IT systems.

What you will do:

  • Develop new or maintain existing geospatial applications and web maps using ESRI’s suite of products.
  • Serve as the technical leader of moderately complex GIS application development projects.
  • Working with business teams, analyze and develop requirements for GIS information systems.
  • Perform spatial analyses that require expert working knowledge of ArcGIS software, GIS database fundamentals, spatial data concepts of accuracy, coordinate reference system, and map scale. 
  • Track, resolve, and document critical application issues/bugs and log enhancement requests.

Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1: Four (4) years of recent professional level experience using Esri ArcGIS technology (ArcGIS Desktop and Server, ArcGIS Online and ArcSDE products). Experience may include some or all of the following: Analyzing, designing, implementing, maintaining and/or programming in large-scale and/or organization-wide information systems.

Option 2: An Associate’s degree or above in Computer Science, GIS applied science, or closely related field OR completion of a two-year accredited vocational training program in GIS, programming, information technology or related program. AND two (2) years of experience as listed above.

*Additional combinations of education or accredited vocational training, as listed above, can substitute for all but two (2) years of experience.

Desired Qualifications:

  • A Bachelor’s degree in GIS. 
  • Four (4) years of professional experience designing and producing analytical tools and cartographic products.
  • Four (4) years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net MVC, SQL Server, TFS, JSON, RESTful Web Services, LINQ and HTML5/JavaScript for mobile applications. At least two of the four years of experience should be within the last 4 years.
Note: Having some (or all) of this desired experience may make your application more competitive in a highly competitive applicant pool.
