Air Quality IT Application Developer Journey



Keeping Washington Clean and Evergreen

The Air Quality Program (AQP) within the Department of Ecology is looking to fill an IT Application Developer (Journey Level) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

As an Air Quality Application Developer, you will work with a team of IT professionals to develop and implement new and different IT initiatives to support Ecology and Air Quality Program missions. In this role, you will provide vital IT support for the Air Quality Program’s climate portfolio (Climate Commitment Act, Clean Fuel Standards, Hydrofluorocarbons laws, etc.) systems and Geospatial software applications.
 
The mission of the Air Quality Program is to protect and improve air quality in Washington. The Air Quality Program’s vision is clean, healthy air and climate for all of Washington.  

Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Applicants with questions about position location options, tele-work, and flexible or compressed schedules are encouraged to reach out to the contact person listed below in “other information.” Schedules are dependent upon position needs and is subject to change.

Duties
What makes this position unique?
As Application Developer for the Information Technology and Telemetry Unit (ITTU) of the Air Quality Program (AQP), you will directly contribute to the program’s mission through highly visible projects used by many internal stakeholders at Ecology, as well as external parties such as local air agencies, Tribal nations, organizations affiliated with Tribes, and large industrial sources in Washington. In particular, you will be responsible for administering and maintaining the mission-critical Washington Ambient Air Quality Monitoring website, a geographic information system (GIS) that provides information directly affecting the environment and health of Washingtonians.
 
What you will do:
  • Apply advanced technical programming knowledge to evaluate and develop complex GIS mapping systems and web-based applications.
  • Transform requirements into software, reporting solutions, using programming languages and technologies to design, develop, and debug GIS mapping systems and web-based applications.
  • Independently perform all phases of data analysis, systems analysis and design, requirement analysis, development, and test and confirm solutions by conducting unit testing.
  • Maintain expert application development technical knowledge of programming languages, geoprocessing tools, and databases, and database tools.
  • Maintain and enhance internal and external GIS mapping systems and web-based applications for medium to large and highly complex mission-critical core applications. 
  • Perform analysis for application development efforts on current databases and database objects to identify impacts and recommend solutions.
  • Install, configure, maintain, and troubleshoot Air Quality IIS web servers and related software.
  • Monitor web server performance, health, and diagnostic information by viewing currently running requests in real time.

Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1:
  • Four years of experience in computer application development and maintenance. Experience includes, but is not limited to, analyzing, designing, implementing, maintaining and/or programming software applications.
Option 2:
  • An Associate’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field; OR completion of a two-year accredited vocational training program in IT or related program.
  • Two years of experience in computer application development and maintenance. Experience includes, but is not limited to, analyzing, designing, implementing, maintaining and/or programming software applications.
Option 3:
  • A Bachelor’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field.
  • One year of experience in computer application development and maintenance. Experience includes, but is not limited to, analyzing, designing, implementing, maintaining and/or programming software applications.

  • A Bachelor’s degree in Computer Science, Information Technology (IT), Science, Technology, Engineering, Mathematics (STEM), or closely related field AND one year of experience in computer application development and maintenance. Experience includes, but is not limited to, analyzing, designing, implementing, maintaining and/or programming software applications.
  • Four years of professional information technology experience programming web-based software applications using Microsoft development technologies such as C#/ASP.Net, SQL Server, and HTML5/JavaScript for mobile applications.
  • Knowledgeable in geospatial principles, analysis processes and development of geometry engines, experience developing applications and geospatial tools for Esri ArcGIS software, using Esri APIs, Arc Objects.
  • Professional experience transferring end-user requirements into technology solutions centered primarily on Microsoft technologies.
