Lands and Recreation Special Uses Resource Assistant

Length: Term of position is 32 weeks; full-time 40 hrs./wk.
Location: 2113 Osuna Road, NE, Albuquerque, NM 87113
Compensation: $15/hour, plus $1000 monthly housing allowance (equivalent to $20.77/hr over 40 hr. workweek).
Start Date: June 2023

Position Details
Stewards Individual Placement Program (Stewards) provides individuals with service and career opportunities to strengthen communities and preserve our natural resources. Participants work with federal agencies, tribal governments, and nonprofits building institutional capacity, developing community relationships, and supporting ecosystem health.
 
Stewards in partnership with the Cibola National Forest is seeking a Resource Assistant who will gain experience in the Special Uses Program. The mission of the Special Use program is to administer Special Use authorizations (permits, term permits, leases, and/or easements) for a variety of activities, including recreational residences, linear rights-of-way, communication uses, etc. The program also applies various realty laws, regulations, and agency policy to assist Forest personnel in managing land use authorizations, and provide technical assistance to program staff, line officers, and their associated specialists regarding complex practices and procedures.
 
The Special Uses program is based on the idea that National Forest System land is first and foremost, public land for the people. The intern's work within this program would benefit the community by providing the opportunity to those private citizens and commercial organizations who apply for Special Use authorizations. We have easements that provide private citizens access to their land "inholdings", New Mexico Tech has an authorization that has been providing internationally recognized research for the last few decades, various communication sites provide needed emergency, microwave, and cellular services. The intern's work would benefit the environment through the careful administration process. This means protecting the environmental and cultural interests of the public by effectively screening proposals, coordinating with specialists, and ensuring NEPA is followed.
 
 Position Responsibilities will include:
  • Assist with the administration of Special Use authorizations
  • Work with supervisor to in-take proposals, screen them, and discuss with authorizing officer and/or specialists
  • Track and organize proposals and projects (hard copy & electronic)
  • Assist with annual communication site inspections
  • Travel to various comm sites throughout the Forest and conduct annual inspections
  • Document inspections on inspection forms, take photographs of inspection sites
  • Follow-up with lessees regarding inspection findings
  • Assist with Special Use billing
  • Take part in Interdisciplinary Teams (IDT) as part of the Special Use process
  • Take notes during IDT meetings or ad hoc meetings with specialists
  • Draft Project Initiation Letters (PIL), if required
 
Minimum Requirements:
  • Interest in natural resource management.
  • Must have a valid driver’s license and be insurable by Conservation Legacy (over 21 years old or driver’s license for at least three years).
 
Preferred Requirements:
  • Preferred level of study would be bachelor’s degree -- No certifications required
  • Preferred areas of study or interests would include Land Management, Program Administration, Natural Resource Management
  • Proficiency is Microsoft applications, formal & informal communication (both written & oral)

*The USFS Resource Assistant Program (RAP) is a rigorous, immersive, paid internship providing developmental and training opportunities for individuals interested in learning more about Forest Service careers. After completing a minimum of 960 hours of satisfactory work and an associate degree, RA’s may acquire a two-year certificate of noncompetitive hiring eligibility. The certificate enables participants to apply to internal merit announcements for qualifying permanent General Schedule FS positions as well as a Direct Hire Authority for FS Career positions.
