Job Summary:
 The Chief Program Officer (CPO) provides strategic leadership and executive management, oversight, and support of the organization’s comprehensive array of programs and services. This includes 3 Divisions, inclusive of teams of over 350+ people providing services to children and families.
The CPO ensures effective program administration, tracks key outputs, outcomes, and metrics; develops innovative & creative new programs as needs emerge; secures additional contracts, grants, and funding to ensure programmatic stability, strength, growth, and expansion and drives efforts to ensure we provide Best in Class Programs & Services.
The CPO works in conjunction with the CEO and agency Officers and Vice-Presidents, and in close partnership with our Senior Leadership Team. As an Officer of the organization, the CPO serves as a member of our Executive Leadership team and has responsibilities toward the organization’s overall goals, strategic directions, and priorities of the organization utilizing the Sanctuary Model principles along with an overarching equity and inclusion lens.
The CPO also serves as a public face of the organization and as a primary ‘external representative’ of our services and programs to external stakeholders.
 
 
Duties and Responsibilities:
  • Responsible for the operational, financial, and programmatic performance of the organization’s direct services.
  • Develop and strengthen organizational and programs management structure and reporting relationships; provide mentoring, guidance, supervision, and professional development to leadership staff; and build a culture of social responsibility and emotional intelligence while holding program leadership and their teams accountable to agency goals and values
  • Work collaboratively to identify gaps and systemic issues in clinical services and programs, make recommendations to CEO and executive leadership; and develop new programs and initiatives within organization and/or in partnership with funders and partners
  • Partner in the development, implementation, and monitoring of overall organizational quality improvement and risk management processes, including maintenance of ongoing accreditation and licensing processes; recommend, determine, and implement appropriate actions, strategies, and alternatives to meet the needs of the children, youth, and families; and coordinate with clients, customers, volunteers, and/or other stakeholders as needed
  • Serve as a public face of the organization, key ‘external representatives’ of our services and programs to external stakeholders, while develop and strengthen relationships and partnerships with key stakeholders and funders, including but not limited to Federal, State of Oregon, Coordinated Care Organizations, Counties/Local systems, school systems alliances & associations, partner agencies, and others as appropriate
  • Develop and manage program budgets, including monitoring expenditures and preparing financial reports; Participate in strategic planning and strategic decision-making processes regarding the direction of organization’s programs and services and overall direction
  • Work with departments across the organization to ensure that strategies, priorities, and activities are aligned with the organization’s mission and goals and drive the organization towards “Best in Class” Programs & Services.
  • Maintain, secure, and diversify funding through effective resource stewardship at an agency with a healthy mix of government funding and private philanthropic support; raise the agency’s profile through external communications; be a leader in systems level work, committees, councils, and associations, and serve as a thought leader in our sector internally and externally
 
Education and Work Experience:
A typical background for the person who can fulfill the duties of this position is as follows:
  • The person in this position must have a minimum of a master’s degree in the social service sector, ideally within a mental health, counseling, or social work management track
  • Ten years of progressively increasing experience in management roles, with at least five years' experience in a senior management role with a level of authority as an administrator in relevant programs & services
  • In-depth experience with designing and evaluating clinical & program operations: access, intake and assessment, treatment approaches, best practices, discharge planning, and clinical recordkeeping.
  • Demonstrated experience reflecting operational experience and business acumen, effective program administration, and ability to relate to and engagement with clients, staff, key stakeholders, and community members
  • Knowledge of direct practice skills in child and adolescent mental health and child welfare.
 
Valued Experience:
  • License or credentialing or proven ability to lead clinical practitioners in a mental health field
Other Requirements:
  • Pass a DHS criminal history background
  • Meet agency driving requirements.
Starting Pay Rate:
Chief Program Officer: $132,000 - $155,000/year
