Director of Compliance

Description

The Director of Compliance reports to the AVP of Quality. Under the direction of the AVP, the Director of Compliance is responsible for Fenway Health’s Compliance Program, advancing a Culture of Compliance across the organization. The Director supports the oversight and management of compliance activities and creates campaign strategies for successfully implementing and complying with new policies. The Director maintains internal monitoring and reporting systems and responds to all compliance inquiries and facilitates meetings with various Fenway stakeholders, taking on special projects as needed.  
Representative Duties:
  • Establishing an annual Compliance Work Plan, and socializing it throughout Fenway’s multiple service lines; 
  • Maintaining and updating Fenway Health’s Compliance Program including the policies and procedures that comprise the Compliance Plan; 
  • Maintaining effective working relationships with federal and state regulatory agencies for guidance, compliance reporting, inspections and /or audits. 
  • In collaboration with the HRSA Project Director, coordinates HRSA Operational Site visit for Health Center Compliance and the Service Area Competition applications  
  • Facilitates the remediation of compliance audit findings and corrective action plans in collaboration with organization leaders 
  • Collaborating with the Risk Management Team to identify and address high risk areas through audits and assessments; 
  • Chairs the organization’s Policy and Compliance Committee 
  • Provides oversight of the Policy and Procedure library and related process of review and approval.  
  • Manages the Claims Process for Fenway Health including directing the risk investigation of all identified potentially compensable events (patient, visitor, employee, and product).
  • Coordinate compliance training programs and facilitates education and awareness campaigns around compliance  
  • Coordinates with Human Resources to ensure that the HHS OIG’s List of Excluded Individuals and Entities, the General Services Administration’s (GSA’s) System for Award Management, and the state/local exclusion lists, have been checked with respect to all individuals affiliated with Fenway Health.  
  • Receives reports or allegations of unethical or improper conduct and responds to such reports, in collaboration with appropriate department heads, including by conducting investigations in coordination with qualified legal counsel and implementing and monitoring appropriate corrective actions; 
  • Tracks insurance coverage policies and renewal dates and recommends coverage changes to executive team. Responsible for coordination annual insurance renewal application process.  
  • Reviews contracts for compliance elements and consult with COO or outside counsel for in depth contract reviews that impact strategic relationships (e.g. BIDMC/MGH/Black Boston COVID Coalition) 
  • Staff’s the Board Quality & Compliance Committee  
  • Represents the organization at relevant agency compliance meetings and groups, including the Mass League of Community Health Centers and C3- Community Care Cooperative.  
  • Provides supervision to the organization’s HIPAA Privacy Officer  

Requirements

  • 7+ years of relevant experience in Healthcare Compliance  
  • Contract management experience  
  • Project management skills, including managing multiple priorities simultaneously, establishing and managing work plans, communicating changes effectively, demonstrated attention to detail  
  • Excellent verbal, listening, and written communication skills 
  • Strong analytical skills and experience  
  • Embraces continuous learning 
  • Understands principles of restorative justice 
  • Maintains confidentiality 
  • Experience working with a diverse work staff and patient population  
  • Able to work effectively in a collaborative team environment

Preferred Qualifications
  • FQHC, FTCA, HRSA compliance experience  
  • Experience with federal grant management  
  • Healthcare compliance certification (i.e. Certified in Healthcare Compliance (CHC), Certified Compliance and Ethics Professional (CCEP), Healthcare Research Compliance Certification (CHRC))  
  • Degree in Law, Health law or Healthcare compliance (i.e. Juris Doctorate, Master of Legal Studies)
