Manager IS/Technology

Job Summary

The Manager Information Systems and Technology provides guidance, leadership, and planning to the Information Technology (IT) department, ensures compliance with contract expectations, operates within budget constraints, and optimizes staffing levels. This position participates in creation of the IT Strategy for the organization with the Chief Information Officer (CIO). The position is responsible for the implementation of the technological direction and initiatives of the organization. This position is responsible for overseeing and managing IT projects and acts as a liaison between users and vendors. 

Essential Functions

Key Duties/Responsibilities/Accountabilities

  • Manages department operations by developing and implementing short-term strategy, plans, and goals and collaborates with senior leaders to align with long-term initiatives and business needs.
  • Manages a performance enhancement culture by actively coaching and developing supervisors and staff.
  • Manages budget by anticipating expenditures, accurately forecasting resources needs/costs, and properly accounting for expenses to meet requirements and achieve financial stewardship.
  • Provides technical knowledge/experience to IT systems, applications, and projects.
  • Manages vendor relationships including project management activities, contract discussions, cost estimates, etc.
  • Acts as a liaison with IT staff, vendors, business departments, and customers on all technological issues.
  • Defines and implements technology solutions that align with the strategic information technology plan and meets the business needs.
  • Monitors, prepares, and presents status reporting on priorities and progress of projects.
  • Facilitates relationships with internal teams.
  • Participates in the development, monitoring, and support of the organization’s information technology strategic plan, and annual divisional/departmental goals.
  • Conducts research on trends, applications, and practices for effective usage of technology.
  • Establishes and monitors Service Level Agreements and analyzes results to ensure alignment of technical solutions with key stakeholder expectations.
  • Ensures appropriate methodology and documentation is completed on projects.
  • Participates as IT subject-matter-expert and defines solutions during business development activities as needed.

Minimum Qualifications

  • Bachelor’s degree in Computer Science, Management Information Systems (MIS), Business Administration, or related field and 7 years’ experience in an IT related field OR equivalent combination of education and work experience as determined by the hiring manager and HR
  • Advanced understanding of IT systems, platforms and data flow
  • Communicates effectively, verbally and in writing
  • KEY PERSONNEL REQUIREMENTS:
  • Bachelor’s degree in Information System Engineering, Computer Science, or a related field
  • Four years of MMIS systems operations experience as manager
  • Three years progressive experience in the quality assurance function of a large scale claims processing organization

Preferred Qualifications

Above requirements and the following:

  • Bachelor’s degree in Information Technology
  • 10 years’ experience in an Information Technology related field
  • 5 years’ experience managing staff
  • Information Technology Infrastructure Library (ITIL) certification or similar
  • Ability to manage and communicate with various stakeholders
  • Ability to direct and maintain a productive and conducive working environment
  • Ability to coordinate activities among co-workers, vendors and peers
  • Advanced understanding of IT systems, platforms and data flow.
  • Strong analytical skills

  • Requires the use of office equipment such as computer terminals, telephones, copiers and printers
  • Infrequent lifting to 15 pounds
  • Infrequent stooping
  • Travel up to 25%

Other Information

Below is the salary range for potential new hires:

Salary Range: $79,267.71 - $130,374.83

Other Compensation: Incentive Plan 

Lifestyle Benefit: $50/month
