GIS Specialist

GIS TECHNICIAN

 

General Statement of Duties

Performs technology user support services for selected Town departments related to the Town's Geographical Information System implementation.

Distinguishing Features of the Class

 

An employee in this position will perform a variety of GIS and CAD (Computer Aided Design) support duties for selected departments (initially Electric and Water Resources).  A great deal of the time spent on the Electric side will be working with CAD drawings to complete subdivision and commercial electric layouts and then capturing relevant data for inclusion in the Town’s GIS databases.  For Water Resources, the employee will perform similar duties using submitted CAD drawings as well as performing a significant amount of field work using GPS technology to identify, locate, and characterize departmental assets.  In both cases, data will ultimately be formatted for incorporation into the Town’s overall GIS system.  The employee works under the close supervision of the GIS Administrator or IT Director with guidance on specific activities from personnel in the supported departments.

Duties and Responsibilities

Essential Duties and Tasks

  • Supports departmental management, other departments and the public as needed by providing specialized data sets, reports and maps.
  • Based on submitted and prepared CAD drawings, captures, verifies and formats relevant data for inclusion in the Town’s GIS system.
  • Using GIS technology, performs field work to locate, identify and characterize in ground and above ground features of the utility systems and characterizes these assets as to location, size, nature, condition, age and other desired characteristics for inclusion in the GIS system databases.
  • Formats data collected from all electronic and field sources and uploads it into the Town’s GIS databases.
  • Supports departmental management, other departments and the public as needed by providing specialized data sets, reports and maps.
  • Provides GIS related technical support to other departments (especially those without a dedicated GIS staff) on an as needed basis to assist in data collection, verification, and information provision. 
  • Performs other duties as required.

Knowledge, Skills and Abilities

  • General knowledge of CAD software, processes and data formats.
  • Working knowledge of GIS concepts; ESRI/GIS software
  • Working knowledge for the operation, use, and capabilities of computer hardware and related peripheral equipment.
  • Ability to prioritize and multitask work.
  • Ability to maintain accurate records and prepare reports.
  • Ability to develop and maintain effective working relationships with supervisors, employees and
  • other computer users.
  • Ability to communicate technical information to computer users in a manner understood by non- 
  • technical staff.

 

  Physical Requirements

  • Must be able to perform the basic life operational support functions of walking, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.
  • Must be able to perform medium work exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Must possess the visual acuity to prepare and analyze figures, operate a computer terminal, perform mechanical tasks in the computer environment, do extensive reading, and do visual inspections of computer parts and automated data.

Desirable Education and Experience 

Associate's degree in computer science or related field and experience working with technology and computer systems; or an equivalent combination of training and experience

Special Requirement

Possession of valid NC driver's license
