Site Medical Director, Correctional Health Services

Job Description:

Purpose of Position:

 

Under general supervision with considerable latitude for the exercise of independent initiative and judgment, works as a Site Medical Director overseeing the provision of medical care within one of the New York City jail facilities.

 

Examples of Typical Tasks:

  1. Manages, supervises, coordinates and evaluates operations of jail-based health care. May also supervise and coordinate professional, clinical, special services, support services, or other related services.
  2. Responsible for overseeing clinical operations of the facility including processing of daily work such as laboratory and radiology review, medication renewal and referral reviews. Plans, organizes and supervises comprehensive medical services and coordinates the work of professional staff.
  3. Serves as clinical educator for front line clinical staff on evidence-based medical practice, workflow, application of policy, and quality improvement efforts.
  4. Provides direct clinical care in order to understand clinical workflows, implications of policy changes and application of community standards to the security setting, as well as in exigent circumstances.
  5. Serves as liaison between CHS and NYC Department of Correction staff as relates to clinical issues.
  6. Retains current knowledge of latest evidence based community standards of practice.
  7. Coordinates care with outside hospitals and specialty services.
  8. Participates in Quality Improvement initiatives and recommends changes in policy and workflow for more efficient, evidence-based practice.
  9. Develops operating plans, programs and procedures to implement system-wide goals and objectives.
  10. Develops facility policies and procedures, and translates administrative policies, goals and objectives into working programs. Assists in interpretation and implementation of CHS policies and procedures.
  11. Provides recommendations and direction concerning proposed projects and/or related programs department heads.
  12. Assists in the development of budgets and allocation of funds based on studies of costs, reviews of departments/divisions, familiarity with operating procedures and discussions with department heads.
  13. Resolves such problems relating to staffing, utilization of hospital facilities, equipment and supplies.
  14. Acts in liaison with hospital departments to assist in providing professional, technical, administrative and support services.
  15. May represent the facility in development of cooperative relationships with community and in matters involving City, Regional, State and/or Federal agencies.

Qualification Requirements:

  1. A medical degree and Board Certification in Internal Medicine, Family Medicine, Emergency Medicine or equivalent area of specialization and (5) years clinical experience including (3) years supervisory experience.
  2. Unrestricted license to practice medicine in the State of New York, as well as current DEA, BCLS or ACLS certification and Infection Control Certification.
  3. An equivalent combination of training, education and experience in related fields and educational disciplines; and,
  4. Thorough knowledge of the fundamentals of healthcare delivery organization, administration and standards, regulations and laws applicable to hospital operations, knowledge of business and human resources administration principles, management functions, management processes and functions of hospital departments, and ability to direct and supervise personnel.

 

Minimum Qualifications:

  1. A Masters Degree with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in Hospital Administration from an accredited college or university; and,
  2. Six years of high-level responsible experience in Hospital Administration, Business Administration, Public Administration or an equivalent field, or as an Assistant to a Hospital Administrator in a position of direct responsibility for operations of a major part or all of a hospital, including substantial exposure in meeting community health needs; or,
  3. An equivalent combination of training, education and experience in related fields and educational disciplines; and,
  4. Thorough knowledge of the fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations, knowledge of business and human resources administration principles, management functions, management processes and functions of hospital departments, and ability to direct and supervise personnel.
