Small Renewable Energy PBR Program Specialist

The Virginia Department of Environmental Quality is hiring for a Small Renewable Energy PBR Program Specialist to:  

Assists in the implementation and maintenance of the Small Renewable Energy Permit By Rule (PBR) program. The position will serve as the lead in data processing including, but not limited to, working with databases, analyzing data, working with GIS, and preparing reports. The position will work with the Renewable Energy team in the development and implementation of regulations, policy and guidance as well as communicate aspects of the program to outside parties, such as the general public and localities. The position will be responsible for assuring applications are disseminated to the appropriate parties in accordance with the regulations. The position will work both independently and as part of a team.

Note: The position is required to be in the office 5 days a week. Teleworking one to two days a week may be approved after a probationary time period and based on performance.

Minimum Qualifications

• Comprehensive knowledge of program implementation, policy analysis techniques, legislative practices, research and evaluation techniques, and organizational components and services
• Considerable knowledge of renewable energy environmental programs, laws, and regulations
• Demonstrated ability to complete report analyses; to conduct independent research; to analyze, interpret and apply regulations, procedures and legislative proposals and mandates
• Ability to utilize geographic information systems (GIS)
• Able to communicate effectively verbally and in writing
• Ability to draft legislation, regulations, guidance and program documents
• Able to serve as liaison to, and work with diverse groups of people

Additional Considerations

Experience in project management and in analyzing statutory and policy requirements and translating them into programs to be implemented by operational personnel. Experience with ArcGIS.
