The Metropolitan Planning Department of Nashville and Davidson County is seeking an Asset Manager in the HousingDivision to assist in establishing and managing a land bank; identifying and pursuing opportunities to develop housing onpublicly owned land; and supporting privately developed affordable housing.
 

The position will report to the Housing Director, or designee, and will work collaboratively with the Metro Housing team,Metro Nashville Planning Department colleagues, and the Office of Public Property.
 

Established in January 2022, the Metro Housing Division focuses on identifying and implementing solutions to helpNashvillians achieve and maintain permanent housing security. One of the charges of the Housing Division is to facilitatethe availability of public land for affordable housing development and to support the private development of affordablehousing. The predominant role of this position is to establish and staff a land bank, with initial focus on clearing title, and toidentify opportunities to utilize public property, particularly tax delinquent property, for affordable housing development. Inaddition, this position will provide advisory support for private affordable housing developers and assist with theimplementation of development tools and incentives. This work will involve a combination of administrative and real estateexperience.  This position qualifies for Public Service Loan Forgiveness for qualifying loans.
 

Typical Duties:
Working with Metro officials to establish a land bank authority in accordance with state and local laws.
Assisting the land bank authority in the creation of bylaws, board policies and procedures, meeting schedules,strategic planning, budgets, and supporting other needs required by the land bank authority.
Providing day-to-day operating and administrative services to the land bank authority, including coordinatingmeetings, creating, and publishing agendas, maintaining minutes and other records, developing standard operatingprocedures, assisting with financial management, communicating with members, assisting with the procurement andmanagement of vendors and contractors, preparing and submitting reports, tracking performance, and other dutiesnecessary for the operation of the land bank.
Focusing initial work of the land bank authority on clearing clouded title to expediate the utilization of tax delinquentproperty for affordable housing development.
Ensuring that property under control of the land bank authority is maintained and secured.
Representing the land bank authority in meetings and public forums.
Evaluating the feasibility of utilizing publicly owned land for affordable housing development and recommendingdevelopment options.
Helping to identify opportunities to improve efficiencies in City processes related to housing development andassisting private developers in navigating the development process.
Assisting with the implementation and administration of development tools and incentives, such as the ConnectingHousing to Infrastructure Program.
Serving as liaison to other Planning Department divisions and to the Office of Public Property.
Performing other duties as assigned.
 

Minimum Qualifications
EDUCATION & EXPERIENCE:
Bachelor’s degree from an accredited college or university in public administration, accounting, finance, business, planningor related area, plus (5) five years of direct experience in housing development, affordable housing program management,planning, or real estate.

LICENSE REQUIRED:
Valid Driver's License

Preferred Experience, Knowledge, Skills, and Abilities:
Experience providing direct administrative or technical assistance to a board or commission
Demonstrated understanding of Metro Nashville’s development processes, zoning code, land use processes, andhousing market.
Proficiency in Microsoft Office
Experience working with GIS
