Health Program Specialist - PH

The Division of Public Health is recruiting for a full time, limited-service Health Program Specialist for the Drug Overdose Prevention Program (DOPP) in the Bureau of Equity and Strategic Partnerships (BESP). This position will work within a team to identify areas of strategy and make recommendations to improve planning, implementation, and evaluation of overdose prevention policies and programs. This position also involves developing and maintaining relationships with stakeholders and working with internal and external partners to plan, implement, and monitor activities and goals in compliance with federal grant requirements. The ideal candidate is task oriented and has excellent initiative, a positive attitude, good communication skills, and works well both in a team and independently. This position reports to the Drug Overdose Prevention Program Manager.

This is a limited-service position. Length of limited-service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.

EXAMPLE OF DUTIES:

 

  • Assist with the development of Program goals, priorities and operating procedures which are in alignment with Department, Division, and Bureau policies, goals, and objectives.
  • Assist with submission of annual federal reporting, which includes benchmarks, demographics, and service utilization data, etc.
  • Assist with grant applications to address identified Program needs.
  • Prepare, manage, and monitor subgrants/contracts in accordance with Division and Department policies.
  • Serve as subject matter expert and provide technical assistance on Program activities.
  • Establish and maintain communication networks with local, state, federal, public and private, agencies and organizations.
  • Provide support in monitoring grant funds in accordance with funding guidelines and spending authority.
  • Review invoices and accompanying reports to ensure alignment with fiscal requirements for reconciliation and approval.
  • Apply critical thinking skills to synthesize complex information for specific audiences and to make recommendations for planning.
     

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Some knowledge of public health practices. Typically gained by completion of college-level coursework relating to public health practices OR at least one year of professional level experience in a public health field.
  • Some knowledge of survey methodology and statistical procedures used to collect, analyze, and interpret data. Typically gained by completion of at least one upper division college-level course in statistics OR at least one year of experience performing related work with a measured outcome.
  • Experience managing projects. Typically gained by approximately one year of experience where you held the responsibility for all the various aspects of managing an entire project.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

 

 

  1. Experience managing grants or subgrants. Typically gained by at least two years of experience managing grants or subgrants with government, public and private healthcare agencies.
  2. Some knowledge of program needs assessment and program development. Typically gained by at least one year of related work experience.
  3. Some knowledge of managing or monitoring program budgets. Typically gained by at least one year of related work experience.
