Technical Records Specialist 3- Facility Standards

The Division of Licensing & Certification, is seeking candidates for the position of Technical Records Specialist 3 in the Bureau of Facility Standards office in Boise. The Bureau oversees federal certification and state licensing for healthcare facilities in the State of Idaho.

This position supports the Bureau of Facility Standards and the Bureau Chief. The position will require the candidate to gain intimate knowledge of state and federal rules, regulations, policies and procedures for financial management, contracts, record-keeping, and grants/funding. This includes preparation and monitoring of federal and state records systems and identification and correction of errors. This position will require the candidate to become a subject matter expert in budget, grants, and funding according to federal regulations from the Centers for Medicare and Medicaid Services (CMS) per the state's contract to perform work on behalf of CMS.

EXAMPLE OF DUTIES:

 

  • Provide support to the Bureau of Facility Standards and the Bureau Chief.
  • Manage the Bureau motor pool.
  • Responsible for budgeting state and federal dollars.
  • Manage grants and funding from Civil Monetary Penalties.
  • Manage incoming calls and emails.
  • Order supplies and perform inventory for the Bureau.
  • Work with internal and external vendors for purchasing.
     

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position.   • Some knowledge of supervisory practices. Typically gained by completion of college coursework or workshops (of at least one day) specifically covering supervisory practices OR lead work or team leader experience that formally involved giving work assignments, providing direction to employees, and monitoring/evaluating the work of others. (Such experience on a fill-in basis is non-qualifying unless for a period equivalent to a minimum of three or more consecutive months.)
  • Experience with records management.  Typically gained by at least two or more years of work experience using record management systems that included paper records, financial records or digital records.
  • Experience interpreting, applying or explaining state or federal laws, rules, and policies.  Typically gained by at least one year of work experience with responsibility for reviewing documents or actions for compliance with laws, regulations, and/or policies OR through explaining to other how laws, regulations, or policies apply to specific situations.
  • Experience performing extensive research and analysis of complex or technical material to ensure compliance with laws and to resolve issues. Complex technical materials may include: court orders, contracts, ownership, deeds, trusts, and/or tax returns.  Typically gained by at least one year of experience performing extensive research and analysis of complex or technical material requiring in-depth program knowledge in order to determine if requirements were met and if they complied with established laws and/or policies. Research must have included contacting a variety of sources both inside and outside the organization to collect, obtain, and verify information and determine the appropriate course of action.
  • Experience creating correspondence and documents using word processing software.  Typically gained by at least one year of experience preparing a variety of business correspondence/documents.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

 

  • Knowledge of Microsoft Office Suite. Typically gained by one year of experience using Microsoft Office Suite.
