Salary: $74,963.20 - $100,547.20 Annually
Location: Portland, OR
Job Type: Limited Duration - This position is currently limited duration with a conclusion date of June 30, 2025. An extension through June 30, 2026 is included in the FY24-25 proposed budget, which is contingent on Metro Council adoption of the budget.

As the Associate Housing Policy Analyst you will:

  • Support the development and coordination of work programs for supportive housing services planning, policy, and program.
  • Design projects spanning a range of focus areas including but not limited to healthcare and housing systems alignment, permanent supportive housing, coordinated entry, fair housing, anti-displacement, equitable leasing, and workforce benefits.
  • Conduct research and analysis, develop staff reports and present findings and recommendations to technical, policy and stakeholder groups to seek input and feedback.
  • Support cross-functional and cross-jurisdictional policy and program alignment and coordination of Metro’s equitable housing work with other Metro initiatives and programs.
  • Coordinate and convene jurisdictional and community partners; gather and synthesize input.
  • Monitor federal, state, and local affordable housing regulations, funding, and administrative rules, and their impact on Metro equitable housing programs and policy.
  • Support special projects with direction from supervisor and Senior Housing Policy Analysts
  • Provide organizational support, research, and materials for committees and/or Council; develop memos or reports as requested.
  • Provide technical assistance to advisory committees, associations, Metro staff, local governments, and the public.


Minimum qualifications:

  • Bachelor’s degree in urban planning, public policy, public administration, real estate development, community development, economics, or related field; AND
  • Two years of experience in public administration, urban planning, project or program management, public policy development; OR
  • We will consider any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the duties and responsibilities of the position.
