Metering Coordinator (Environmental Specialist 3) (In-Training)

The Water Resources Program within the Department of Ecology is looking to fill a Metering Coordinator (Environmental Specialist 3) (In-Training) position. This position is located in our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.


Please Note: The salary posted above includes the additional 5% premium pay that this position will receive due to its location in Shoreline, WA in King County.  


Grow your communication skills, develop Washington water law expertise, and make a meaningful contribution to natural resource protection! In this role, you will be responsible for providing technical assistance to water right holders, encouraging voluntary compliance, and taking enforcement measures to manage water resources and ensure adherence to state water regulations across the Northwest Region (King, Snohomish, Kitsap, Skagit, Island, Whatcom, and San Juan counties). There will be limited field work opportunities, especially during the summer months. You will be joining a collaborative and supportive team of Water Resources staff. 


Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 3 (ES3). Candidates will be considered at the ES2 and the ES3 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.

Telework options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. Initially, this position requires in-office training three days a week for the first six months. After successful completion, it will then be eligible for up to an 80% telework schedule with one day a week in-office.

Duties

 

 

 


 

What makes this role unique?

You will represent the Northwest Region on an internal, statewide metering team and collaborate closely with senior water resources compliance and permitting staff to ensure that data permit provisions are tracked and followed. Supporting water right holders, you will provide technical assistance on water measurement, saltwater intrusion/chloride monitoring, and depth to groundwater data requirements. Additionally, you will be a region lead on property research questions in designated Watershed Resource Inventory Areas (WRIAs).

 

 

What you will do: 

  • Manage the metering program for watersheds in central and northern Puget Sound by ensuring that metering data are accurately entered into the metering database.
  • Provide extensive technical assistance to water right holders, water system managers, and the public.
  • Serve as regional representative on the statewide internal metering team.
  • Manage the seawater intrusion database for the Northwest Region by ensuring water right holders with these provisions monitor static water levels, chlorides, conductivity, etc. and report these measurements to Ecology.
  • Review applications for the Skagit River Basin Mitigation Program and issue Proof of Mitigated Water Supply documents.
  • Assist Ecology’s Skagit County permitting and enforcement specialists with property research questions.
  • Conduct State Environmental Policy Act (SEPA) and water system plan reviews.
  • Assist with water right mapping.
  • Track environmental reports using the Environmental Report Tracking System (ERTS) and respond to ERTS inquiries.
  • Process water right permits.

 

 

Qualifications

 

This is an In-Training position. The goal class for this position is Environmental Specialist 3 (ES3).  We will consider applicants who meet the requirements for the ES2 and ES3 levels. If the finalist meets the requirements for the ES2 level, they will be hired in at that level and placed into a training program to become an ES3 within a specified period of time.  



 

Required Qualifications:


Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

 

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

 

At the Environmental Specialist 2 level: Pay Range 45 ($4,105 - $5,503 monthly) (In-Training)

 

A total of five (5) years of experience and/or education as described below:
 

  • Experience in environmental analysis or control, or environmental planning.
  • Education: involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or other allied field.

Special Requirements/Conditions of Employment: 

  • Must possess and maintain a valid driver’s license.


 
Desired Qualifications:

  • Knowledge of: field investigative techniques and data gathering and basic research; water measuring methods and techniques; Geographic Information System (GIS) as a research and investigative tool; and principles, practices, and methods of environmental science, natural resource management.
  • Ability to: use sound judgment in performing assigned tasks; understand and apply environmental regulations and related laws; write clearly and concisely; communicate effectively with agency staff, other agencies, industry, and the general public.
