Employee will be assigned to the Division of Air Quality (DAQ), Planning section. Under limited supervision at the full-performance level, these positions perform professional engineering work in a wide variety of engineering services or creative works for the evaluation, development and implementation of comprehensive air quality management plans for DAQ.
Distinguishing characteristics:
Performs professional work of substantial complexity focusing on planning and rule development activities related to air quality issues. Judgment must be exercised in analyzing facts and circumstances surrounding issues. Work often requires the development of recommendations and independent actions consistent with policies, general directives, state rules and federal regulations.
Examples of work:
Drafts and develops attainment demonstrations and contingency measures as part of the State Implementation Plan (SIP) for areas designated nonattainment with National Ambient Air Quality Standards (NAAQS). Drafts and develops
re-designation requests and maintenance plan SIP updates for nonattainment areas that have monitored attainment with a NAAQS.
Prepare legislative rule revision proposals responding to state or local needs and/or conforming to federal regulations. Maintains records of revisions to air quality legislative rules, and the SIP. Prepares documentation for public notices; responds to public comment; reviews agency correspondence and technical documents for content, quality assurance and professional presentation. Prepares and reviews a variety of environmental documents. Direct and/or perform collection, analysis, interpretation, and presentation of data related to air quality planning. Implement air quality programs that have been approved by the USEPA through revisions to the SIP.
Gathers, organizes, evaluates and presents information and data on air pollution sources and emissions; prepares written reports and correspondence to communicate technical air quality issues to numerous audiences; provides technical assistance to other agencies and makes presentations to public groups and agencies; may represent the DAQ at technical meetings and hearings, including legislative committee meetings, industry groups, and the public. Track and analyze proposed and newly adopted air quality legislation and federal regulations. Assess and articulate the state's position regarding pending legislative and/or regulatory developments. Serve as technical expert and conducts research, analyzes and summarizes date to develop comments on proposed federal regulations. Keep abreast of trends and developments in air quality policy issues through reading professional journals and publications, participation in local, state and national air quality associations. Participate in meetings, calls and work groups as needed to support local, state and regional planning initiatives. Establish and maintain ongoing cooperation with other regulatory agencies - local, state, interstate/regional and national.
Knowledge, skills and abilities: knowledge of state rules and federal regulations pertaining to air quality. Knowledge of the division's mission, program and objectives. Skill in reading and interpreting laws, policies, procedures, regulations, maps, graphs and statistical data. Knowledge of data analysis; principles of air quality planning; air quality data interpretation; regional planning and transportation strategies; principles of air quality modeling. Skill in performing and coordinating activities, such as the collection analysis and preparation of reports and recommendations.
Skill in exercising sound, independent judgment within established policy guidelines. Knowledge of physics, chemistry and meteorology as related to air pollution control.
Proficiency in Word, Excel, and Power Point. Familiarity with Access. Skill in preparing clear, concise and complete technical documents, reports and correspondence. Ability to establish and maintain effective working relationships with those contacted in the course of work. Ability to collect, evaluate, analyze and interpret scientific or technical data and organize and present it in a logical format for presentation in reports, documents and other written materials. Ability to orally present technical data in a concise, organized format in a public speaking setting. Preference may be given to candidates with significant air quality experience.
Note: Regular attendance is an essential part of this position.

Minimum Qualifications

 

Training: Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.

AND

Experience: Seven (7) years of full-time or equivalent part-time paid experience in engineering, in which three (3) years must be as a licensed Professional Engineer.

 

Note: The experience must have been acquired after the bachelor’s degree but may have occurred before or after registration as a professional engineer.

 

Promotional Only: 

Training: Current Professional Engineer (PE) license issued by the West Virginia State Board of Registration for Professional Engineers.

AND

Experience: Five (5) years of full-time or equivalent part-time paid experience in the Engineer Series.

PG:  23     $56,858 - $105,186

Market Rate: $92,678
