Job Summary

This Management Analyst 3 position is anticipated to last approximately two (2) years with a projected end date of July 2026.

This position leads the management and analysis of drone associated data across the Minnesota Pollution Control Agency (MPCA). The incumbent will be responsible for collecting and analyzing flight metrics and flight metadata to ensure quality and uniformity of drone collected data. This position will lead image processing and analysis using a variety of geographic information systems (GIS) software packages. The incumbent will use GIS tools to create customized maps, 2D and 3D images, geoprocessing scripts, and other products to communicate data and information to internal and external customers. This incumbent is also responsible for consistent data collection from the drone pilots to be used in internal and external reporting. The incumbent will support the MPCA’s development and implementation of a drone data management plan per Minnesota IT Services (MNIT) and MPCA processes. The incumbent serves as back up to the Drone Program Administrator for training or flight management and completion.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate the following qualifications:

Three (3) years of professional experience that demonstrates the following:

Experience querying and reporting of data for large data bases, project planning, implementation and/or management.

Knowledge of drone mapping software.

Ability to analyze drone data for mapping results.

Knowledge of how relational data systems function and key governance components necessary to preserve data integrity.

Communication skills sufficient to effectively facilitate, present to groups, and transmit written information to a variety of audiences.

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Ability to organize and manage multiple projects simultaneously, and ability to meet deadlines.

Understands the Federal Aviation Administration (FAA) requirements for flying drones.

Knowledge of the Agency’s environmental strategic direction to support its programs using drones.

Understand federal and state regulatory frameworks and their applicability to data projects.

Knowledge of process mapping, requirement development for data management and other technical processes needed to define database application needs and support programs and

project management skills to guide and direct projects while supporting staff and problem solving laterally and vertically to determine appropriate actions.

Additional Requirements

Position duties may require travel, but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
