Job Duties
 

VDOT Central Office Traffic Operations Division has an exciting opportunity for a professional engineer to play a pivotal role as a Senior Strategic Highway Safety Engineer in advancing the Safe System Approach with a goal to eliminate traffic fatalities and severe injuries of all users on Virginia roadways.

The selected candidate will manage and support various program areas under VDOT's statewide Safety Engineering & Strategies Program, including: the development and implementation of Virginia's Strategic Highway Safety Plan (SHSP), Smart Scale Safety Screening and Scoring, Safety Performance Analysis, Highway Safety Engineering innovation, and Federal and State Safety legislation support & compliance, as well as highway safety research and oversight. The candidate will collaborate with a broad spectrum of internal and external stakeholders to ensure the successful execution of safety initiatives considering various vulnerable roadway users and well as differing motorist types and will be responsible for providing leadership, technical expertise, and strategic direction in all aspects related to highway safety engineering.

Specific position responsibilities include but are not limited to:

 

Strategic Highway Safety Plan (SHSP) Development and Implementation: Collaborate and coordinate with internal and external partners and stakeholders to update the SHSP every five years; Continue with plan implementation through the Steering Committee with annual tracking of action progress; Provide direction and leadership to the infrastructure (Safe Roads) emphasis areas and input to the other area’s actions; Lead regional and local safety planning and support FHWA Safe Streets 4 All and related programs; Provide leadership and support to partner agency and VDOT Division safety initiatives

 

SMART SCALE (SS) and VTrans Support: Liaison between Safety Data Analytics and OIPI on publishing mid-term needs and conduct safety screening of SS applications. Engage with OIPI and TMPD on safety analysis elements of SS project development (e.g., Pipeline, STARS). Lead the SS safety scoring methods development and related SS technical guide and implementing GIS Safety Tools and training. Direct staff and consultant teams SS project safety scoring analysis and QC protocols within the required biennial schedule.

 

Safety Engineering and Performance Analysis:  Lead the development and reporting of annual safety performance targets; Implement safety assessments and highway safety performance analysis (HSM methods) into project development;  Safety Engineering Technical Support for Planning, Paving, Construction and Project Delivery; Integrate human factors considerations in planning and engineering practices; Develop and lead safety training programs for VDOT and stakeholders; Investigate and support research on safety engineering topics.

 

Federal and State Safety legislation and Initiatives Support & Compliance and Highway Safety Research Oversight; Support road safety related bill review and development for VA General Assembly and lead follow up implementation; HSIP related proposed rulemaking and other federal safety bills comments and compliance; Research and assemble response to safety related inquiries from GA, executives, media and FOIAs; Participation in state and national research needs statement development and advisory committees/panels.

 

Requirements:
 

  • Knowledge of transportation, highway and traffic engineering principles and practices, with strong emphasis in highway safety
  • Knowledge of MUTCD and VA Supplement with the related human factors, traffic operations and highway safety principles and practices
  • Skill in delivering exemplary customer service and interact courteously and professionally with the public and other employees
  • Ability to research, analyze, and prepare technical reports and project correspondence
  • Demonstrated ability to conduct roadway safety audits/assessments/investigations, comprehensive safety reviews and operational capacity analyses
  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings
  • Knowledge of strategic, operational and financial management principles, practices and techniques
  • Knowledge of federal, state and local laws, codes and ordinances and policies pertaining to transportation engineering and safety
  • Skill in the use of computers and software applications to include data analysis, statistics and engineering software
  • Knowledge of agency standards, specifications, policies and procedures, both in technical engineering, work zone safety and in fiscal and administrative aspects
  • Ability to build networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and FHWA representatives
  • Ability to apply advanced engineering principles and practices to a variety of complex transportation projects
  • Ability to analyze complex problems, using statistical and data trend crash analysis and field observations to determine appropriate safety and engineering countermeasures
  • Knowledge of project management processes
  • Skill and ability to positively interact with employees, citizens and government officials
  • Knowledge of transportation engineering principles, practices, standards, and specifications
  • Ability to develop effective working relationships at all organizational levels, both internally and externally

Minimum Qualifications

  • Ability to communicate effectively orally and in writing with individuals and with groups
  • Demonstrated ability to conduct roadway safety audits, comprehensive safety reviews and operational capacity analyses
  • Ability to manage a program and lead diverse groups in efforts to improve highway safety
  • A combination of training, experience or education in Civil engineering or highway safety related field desired
  • Ability to analyze complex problems, using statistical and data trend crash analysis and field observations to determine appropriate safety and engineering countermeasures
  • Knowledge of federal and state regulations (including FHWA) related to traffic and safety engineering activities and projects
  • Valid Professional Engineer's license
  • Skill in the use of computers and software applications to include traffic engineering analysis and design software
  • Ability to interpret and apply standards, specifications, policies and procedures related to engineering, work zone safety, fiscal and administrative responsibilities
  • Experience applying transportation, highway and traffic engineering principles and practices, with strong emphasis in highway safety
  • Ability to lead and coordinate staff on project assignments
     

 

Additional Considerations

  • A combination of training, experience or education in Civil Engineering or related field desire. Advanced degree in Engineering or related field preferred
  • Extensive experience in traffic engineering, highway safety engineering, safety management, and safety performance modeling (crash predictions) methods and procedures including HSM software tools
  • Comprehensive experience developing and implementing engineering policy, programs and procedures for teams or agencies
  • Knowledge and ability for data manipulation, visualization and statistical analysis using software such as SPSS, R, Python, Power BI, ERSI GIS suite
  • Experience in problem solving and finding creative, low-cost quick solutions to highway safety and operations problems
  • PTOE or RSP certification
