Data Manager - Financial Planning and Analysis
The Financial Planning & Analysis Team (FP&A) is a unit within the Corporate Budget and Fiscal Planning (CBFP) Department of NYC H+H/Central Office that supports new initiative development through financial analysis and modeling. Reporting to the Senior Director of FP&A, this role will help build a specialized financial data and analytics pillar within the unit to support the unit’s data needs and represent those needs to larger system-level data management/infrastructure groups including the Data and Analytics division, Enterprise Information Technology Services, and H2O/Epic.
Specific needs include:
- Business Plan and Programmatic Budget Development: Creating customized reports and data queries to be used by FP&A analysts. Requires understanding of, or ability to learn, how electronic medical record data elements are used to create patient care volume and revenue projections.
- Corporate Budget Development and Maintenance: Provide data and analytical support to the Corporate Budget team on request.
- Post-Implementation Program Tracking and Monitoring: Develop and maintain dashboards and canned reports that deliver insights on programmatic performance and can be used to report out on service line volume and revenue.
- Ad Hoc Data Requests: Field requests from groups outside CBFP for data.
- Liaison with Data and Analytics, H2O-Epic, Enterprise Information Technology Services (EITS): Participate in systemwide workstreams and conversations related to data as a representative of FP&A and CBFP.
The ideal candidate for this position will have strong technical skills. Prior experience doing data and analytics work specifically in a healthcare system setting is ideal, but not required if the candidate has a demonstrated ability to learn business domain concepts quickly.
Written, oral, and visual communication skills are important for this position to be successful in a cross-disciplinary cooperative work setting. This position will have to represent the Senior Director from time to time in systemwide conversations about data and analytics and represent the needs and priorities of CBFP. We place special emphasis on the ability to bridge clinical, fiscal and technical perspectives, as well as the ability to communicate at various levels of detail and organizational position (i.e., both peers and executives).
The Senior Manager will play an important role in the development of the FP&A Data pillar, including drafting job descriptions, recruitment, and training analysts that will be under their direct supervision. Therefore, the candidate should have prior experience supervising analysts in this type of role.

Minimum Qualifications:
- A Master's degree in public administration or business administration, or in an equivalent or equally acceptable program, and four (4) years of satisfactory, full-time paid experience in a major governmental agency or large corporation or foundation in management analysis or in operational direction, planning, coordination or control of which two (2) years must have been in a supervisory, administrative or consultative capacity; or
- A Baccalaureate degree from an accredited college or university and five (5) years of experience as stated in #1 above of which three (3) years must have been in a supervisory, administrative or consultative capacity; or
- A satisfactory equivalent, however, all candidates must possess not less than the two (2) years of supervisory, administrative or consultative experience required.
Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree requirement. Appropriate full-time teaching experience in an accredited college or university may be substituted on a year-for-year basis for the required general experience and appropriate full-time teaching experience in a position of professional rank may be substituted on a year-for-year basis for the required supervisory, administrative or consultative experience.
