Organizational Profile:

The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages

procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies

procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS

therefore aims to ensure that the procurement process remains fair, transparent, efficient, and cost-effective.

 

MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by

publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct

assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for

policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive

impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.

 

About Division/Unit:

The Tech Innovation & Solution Division leverages technology to enable MOCS staff to streamline New York City's

contracting process and is responsible for all aspects of technology operations. The BQ/QA unit expose to all phases

of software development life cycle (SDLC), experiencing more than iteration of a digital product comes to life, support

on production issues as well as maintenance releases. Also participate in project sessions along with multiple internal

and external teams, such as: Business Analysts, Data Analytics, Platform Development, Procurement Operations,

General Counsel, and Service Desk…etc.

 

Responsibilities:

· Learn and understand the digital product PASSPort (Procurement and Sourcing Solutions Portal).

· Create user stories and conceptualize future states for user experience, new or enhanced data products.

· Participate in discovery sessions to observe, document, and validate business processes and capture key

insights using a variety of research methods.

· Use insights from data analytics to support business initiatives and business process improvements.

· Work on automation scripts to test some functions of PASSPort.

· Write Basic SQL, including SELECT, DELETE, UPDATE statements with WHERE clause.

· Update the stakeholders daily/weekly as per request.

Qualification /Preferred Skills:

· Excellent writing, technical and interpersonal skills.

· Meet deadlines and work independently while paying close attention to details.

· Ability to learn and understand complex concepts quickly.

· Understanding of Software Development, Software Testing, and Object-Oriented Programming.

· Some understanding of HTML, CSS. · Basic SQL skills (select, joins, subqueries), preferred but not required. · Establish relationships quickly and maximize positive team dynamics.

· Professional skills related to Business Analysis, Software Quality Assurance.

· Implement OOPs concepts in Automation Testing.

· Write structured and clean code in JAVA or Python.
