Government Market Research Analyst

Overview

RES is looking for a Government Market Research Analyst (spending and opportunities) with 3+ years of experience, sitting out of any of RES’s large offices (list provided below).

The mission: RES is actively growing across 25+ states and expanding our federal client base; the team currently needs an analyst to provide federal market insights and analysis, focused on our mitigation, water quality, flood resiliency, and species habitat conservation solutions. Through your work, you will be helping shape how we think about and pursue commercial opportunities with the federal government. The expertise you develop for this market will equip our Federal Solutions team with the vital commercial insights necessary to compete in this market. This role, reporting to the Federal Solutions Lead, will also include providing day-to-day support to our Client Solutions Managers and Capture Managers who pursue federal work.

What your day-to-day might look like?

Your time will be focused on supporting the identification, review, and prioritization of opportunities in environmental mitigation (wetlands, streams, and species), water quality, and resilience. To do so, you will be applying qualitative and quantitative analysis techniques to interrogate market and demand information. This will include the following tasks.

  • Supporting or leading suitability reviews for potential opportunities
  • Tracking government spending and forecasting for target agencies utilizing GovWin and government spending websites
  • Tracking forecasting to ensure RES attendance at Industry Days and Open houses hosted by target agencies- especially for DoD and USACE
  • Following district/ region level forecasting and work plans for target agencies
  • Determine preferred agency contracting mechanisms, i.e. IDIQs/ MATOCs, and terms of those contracts, incumbents, and expected timeframe of next solicitation
  • Tracking and reporting on early-stage RFIs, solicitations, and grant programs
  • Tracking recent federal awards or pre-solicitations to determine teaming opportunities
  • Updating CRM/ pipeline with federal opportunities, especially long-term entries and facilitate reporting
  • Researching alternative procurement mechanisms and tracking target agency usage of such alternatives
  • Conducting and reporting incumbent, competition and channel partner analyses
  • Determine major project funding and target prioritization by tracking client budget and work plan processes as well as appropriations
  • Providing an understanding of the supply and demand drivers for our product lines
  • Using permits, budgets, regulations, and other open-source information to support your conclusions. You will use presentations, maps, analyses, qualifications packages, white papers, proposals, and other tools to provide the team with analysis and insights.

You will be extensively using GovWin, USAspending, Excel, Word, PowerPoint, Adobe Pro, and GIS, so strong working knowledge of these tools, as well as technical and creative writing skills, are a must. You will also build relationships with channel partners, consultants, and regulatory agencies in assigned geographies and engage in client/stakeholder events and outreach.

From the administrative side of the job, you will be supporting periodic reporting on pipeline and milestone achievements for the Federal Solutions team.

Qualifications

We would love to talk to you if you have many of the following:

• BS/BA

• Direct working experience in environmental policy/regulation, facility/infrastructure development, renewables, land use, permitting, conservation, endangered species, carbon, or ESG

• Demonstrated ability to build, manipulate, and summarize large tabular and spatial datasets in Excel, Tableau, MS Power BI, Google Earth, and GIS since you will be working with qualitative and quantitative information relating to our markets to inform action

• Knowledge of processes related to public infrastructure funding, project development or planning, and/or regulatory support.

• Private or public sector experience with federal procurement stages, federal opportunity and spending tracking, and federal contracting trends and policies.

• Excellent communication skills, as you will be coordinating with internal and external stakeholders

What will make you stand out?

• Experience in the application of relevant Federal and State environmental regulations and permits such as: Section 404 Permit Program (Clean Water Act), Endangered Species Act Section 7 and 10, NPDES, NEPA, and state regulatory programs
