Employee will be assigned to the Division of Mining and Reclamation, Inspection and Enforcement section. Under direct supervision at the training level, performs technical and field inspection duties of sites regulated by the Division of Mining and Reclamation to determine compliance with applicable laws, regulations and/or permit conditions in Boone, Kanawha, Lincoln, Logan, and Wayne counties and may change without advanced notice.
Employee will have the authority to issue notices of violations and/or cessation orders and to follow up violations with initiation of civil or administrative proceedings, and/or criminal prosecution, in compliance with established procedures. Will be required to perform complaint investigations as they relate to the position. Duties require travel and outside work in varying weather conditions and require walking over rugged terrain. Employee may be subject to emergency response, being on-call and have temporary assignments made to a different geographic area of the state, as necessitated by environmental conditions and agency needs.
Timely submission of documents and other required paperwork is essential.
Employee will be required to participate in the quarterly helicopter over-flight program of their assigned area.
Employee will perform other duties as assigned and required.
Ideal applicant will possess knowledge of state and federal laws and regulations and agency policies related to environmental protection programs as these relate to surface mining or the surface effects of underground mining. Employee must live within the geographical area of assignment. Must currently possess or be able to obtain a license to operate a motor vehicle. Must be able to effectively communicate orally and in writing with the public and private sector and maintain a professional appearance and demeanor.
Note: The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.
Note: Regular attendance is an essential part of this position.
Note: Any applicant who is currently in a paygrade lower than the paygrade of the Environmental Inspector-in-Training and who has never taken and passed the written examination for the Environmental Inspector-in-Training will be required to do so.

Note: Employees involved with specific DEP programs subject to the surface mining control and reclamation act (SMCRA) of 1977 must file prior to final appointment and annually thereafter, a statement of employment and financial interest (OSM23).

Minimum Qualifications
Training: Graduation from an accredited four-year college or university with a degree in natural or applied science, engineering, or occupational safety and health.
Substitution: Full-time or equivalent part-time paid inspection, technical, or professional employment in one of the areas of assignment may substitute for the required training on a year-to-year-basis.
Special Requirements: Must possess a valid driver's license. For work in the areas of hazardous waste management and solid waste management, must take and pass physical examination within the first six months of employment and submit to annual follow-up examinations. Failure to pass the initial examination will result in termination of employment. Failure to pass a subsequent examination may result in reassignment.
Note: Personnel engaged in activities associated with hazardous wastes risk exposure to situations or chemicals which may cause illness or injury if proper procedures are not followed.
