CDC Partnerships and Performance Improvement Evaluation Fellow

CDC Office and Location: Two evaluation science opportunities are currently available with the Partnerships and Performance Improvement Branch (PPIB), Division of Partnership Support (DPS) within the National Center for STLT Public Health Infrastructure and Workforce (PHIC), located at Atlanta, Georgia.

The DPS leverages partnerships to support CDC in developing the capacity of the public health system and state, tribal, local, and territorial departments of health to sustain and strengthen public health foundational, infrastructure, and workforce capabilities. 

The Centers for Disease Control and Prevention (CDC) is one of the major operation components of the Department of Health and Human Services. CDC works to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same.

Research Project: The participants will train with PPIB leadership and staff, focusing on evaluating projects, processes, and activities across the branch. 

As Evaluation Fellows, the participants will contribute to and learn how to coordinate multiple aspects of evaluation and monitoring of issues, policies, and programs pertaining to public health performance improvement, particularly Partnerships and Performance Improvement Branch (PPIB) projects with national public health partners which support development of the public health performance improvement workforce.

Learning Objectives: Under the guidance of a mentor, the participants will: 

  • Train as a fellow to become highly knowledgeable in evaluation and performance measurement, with experience evaluating multi-faceted, cross-cutting, and innovative programs or strategies.
  • Train on how to provide proactive and responsive consultation on evaluation design, methods, and use across PPIB performance improvement projects including evaluation of collaborative activities with partners, strategy implementation, and programs or strategies to advance public health performance improvement in state, tribal, local, and territorial health departments.
  • Train in engaging and collaborating with key partners to develop evaluation plan and data collection instruments, implement evaluation plan, and disseminate evaluation findings.
  • Train on conducting data quality checks and analysis for both quantitative and qualitative data to develop evaluation reports, program briefs, presentations, and other dissemination products for internal and external audiences.
  • Collaborate with the Division Associate Director for Science, Associate Director for Evaluation, PPIB staff, and others within the division to further incorporate and address equity within evaluation activities.

Anticipated Appointment Start Date: November 4, 2024. Start date is flexible and will depend on a variety of factors.

Appointment Length: The appointment will initially be for one year, but may be renewed upon recommendation of CDC and is contingent on the availability of funds.

Level of Participation: The appointment is full time.

Participant Stipend: Stipend rates may vary based on numerous factors, including opportunity, location, education, and experience. If you are interviewed, you can inquire about the exact stipend rate at that time and if selected, your appointment offer will include the monthly stipend rate.

Citizenship Requirements: This opportunity is available to U.S. citizens only.

ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and CDC. Participants do not become employees of CDC, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE.

Qualifications

 

The qualified candidate should have received master’s or doctoral degree in one of the relevant fields. Degree must have been received within five years of the appointment start date.

Preferred skills:

  • Skills in public health monitoring and evaluation planning and design, planning and implementation of science-based data collection activities (qualitative and quantitative) and data analysis.
  • Strong science communication skills, both written and oral.
  • Experience in logic modeling, strategic planning, program planning, and implementation science is desirable.
