Environmental Review Project Coordinator Job ID 80708

Job Summary

 

This position exists to fulfill the responsibilities of the Minnesota Pollution Control Agency (MPCA) pertaining to environmental review under the Minnesota Environmental Policy Act (MEPA) and the rules of the Minnesota Environmental Quality Board (EBQ). The position acts as the Environmental Review (ER) Project Manager (PM) for the preparation of Environmental Assessment Worksheets (EAWs) and Environmental Impact Statements (EISs) for projects and coordinates the activities of technical staff teams responsible for the timely review of EAWs, EIS, permit applications and the development of proposed permits. The Project Manager also advises the staff of the MPCA and other agencies concerning ER requirements that apply to various projects and represents the MPCA in meetings and in other communications with project proposers, the public and federal, state and local governmental officials.

Qualifications

Minimum Qualifications

Two (2) years advanced professional experience in the planning, implementation, and administration in the area of environment protection/pollution control. (Advanced professional-level experience is equivalent to Planner Senior State, Environmental Specialist 3, State Program Administrator Senior or equivalent level work).

Strong analytical, research, organizational, project development and communication skills/techniques.

Project management skills sufficient to manage many concurrent activities, coordinate and organize the work of others, identify critical paths, prioritize and schedule tasks.

Ability to plan, organize, collaborate and direct the work of others under tight timeframes and competing priorities.

Familiarity with quantitative analysis methods and computer-based data analysis tools.

Ability to review and evaluate technical documents.

Strong writing and public speaking skills in order to communicate with a variety of audiences.

Possess a valid Driver's license (see additional requirements).

The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.

Preferred Qualifications

Bachelor's degree or higher in environmental sciences, environmental planning, biology, chemistry, engineering, political sciences, public administration, business or a related field.

Demonstrated experience administering ( e.g., writing, editing, managing) Environmental Assessment Worksheets (EAWs) and/or Environmental Impact Statements (EIS)documents.

Experience calculating greenhouse gas (GHG) emissions and assessing associated climate impacts.

Knowledge of the effectiveness of climate adaptation, resiliency and mitigation strategies; experience implementing best practices to reduce GHG emissions.

Knowledge of or regulator experience with Federal regulations or Minnesota environmental rules, policies, practices, and procedures ( example: National Environmental Policy Act (NEPA), Minnesota Environmental Policy Act (MEPA) and Environmental Quality Board (EQB) Minnesota Rules chapter 4410.

Regulatory experience with the Minnesota Environmental Policy Act (MEPA) and EQB rules while implementing environmental review process related to preparation of the (EAWs)and (EISs).

Experience in or knowledge of MPCA environmental review categories: air pollution facilities, storage facilities, animal feedlots, wastewater or municipal solid waste facilities.

Community engagement experience.

Experience leading multi-media interdisciplinary teams, building and maintaining relationships with local, state and federal agencies and other external stakeholders.

Ability to use Geographic Information Systems (GIS) data, maps and ARCVIEW.

Physical Requirements

Requires driving to and from external meetings. 


Requires frequent use of computer, printer, and scanner. 

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
