Construction/Maintenance Project Manager I

The Stormwater Planning Division is a nationally-recognized team committed to improving sustainability and resiliency by equitably reducing flood risk and improving stormwater management and the water quality of approximately 400 square miles of local watersheds and the Chesapeake Bay.

This position works in the DPWES Stormwater Planning Unit located at 12000 Government Center Parkway, Fairfax, Virginia

Provides skills and technical expertise of a Project/Construction Manager to support the planning, development and implementation of new and retrofitted stormwater improvement projects that incorporate safety, environmental, ecological, and aesthetic elements. Under general supervision:

  • Manages stormwater capital or rehabilitation projects to improve water quality and facility condition and improve ecological function. This may include stream restoration, detention basin retrofit/rehabilitation, flood control/mitigation or floodplain restoration and other water dependent or environmental projects.
  • Manages A/E and/or construction contracts, develops project scopes, budgets and schedules.
  • Responsible for development and management of project scopes, schedules, resources, status, stakeholder relations, coordination, contracting, and correspondence.
  • Provides quality control and quality assurance for construction documents including plans, plats, and specifications.
  • Reviews work in progress for cost and compatibility with County standards, operational needs and regulatory/permit compliance
  • Ensures projects conform to contract documents and all applicable local, state, and federal requirements.
  • Obtains necessary permits and ensures compliance with permit conditions.
  • Coordinates project designs and resolves utility conflicts, prepares environmental permit applications, prepares construction cost estimates, provides contract administration and schedules construction with homeowners.
  • Collaborates with and coordinates interdisciplinary teams to support restoration programs.
  • Prepares and conducts presentations to residents to educate and garner community and stakeholder support.
  • Ensures clear and thorough communication with public and/or involved parties on all aspects of projects.
  • Reviews contract payment requests for completion and conformance to contract terms, processes requests for payment as appropriate.
  • Assists in or performs the negotiation and administration of design and/or construction contracts.

 

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related field; plus four years of progressively responsible experience in the supervision or management of construction or maintenance projects, including at least two years of experience in contract administration.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Knowledge and experience managing teams and implementing stormwater projects and or environmental projects.
  • Experience managing ecological restoration or natural resource management projects or programs and the completion of project construction plans.
  • Demonstrated experience in the use and configuration of the Esri ArcGIS platform to create and sustain maps, data, analyses, and applications in support of business processes. The Esri ArcGIS platform includes desktop GIS (e.g., ArcMap and ArcGIS Pro) and web GIS (e.g., ArcGIS Online and Enterprise, Field Maps, Survey123, Collector, Web App Builder, etc.).
  • Experience managing engineering or architectural design and construction contracts.
  • Experience managing and working collaboratively in a team environment.
  • Demonstrated communication skills and ability to partner with stakeholders.

PHYSICAL REQUIREMENTS:
Ability to drive a motor vehicle. Ability to perform field investigations. Ability to walk in rugged, uneven and steep terrain in streams and stream valleys unassisted to perform field investigation on storm drainage, stormwater management and stream channel projects. Ability to drive a motor vehicle. Ability to communicate effectively with the public verbally and in writing. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants and sleeved shirt. Ability and willingness to work in adverse weather conditions responding to emergency events (e.g. snow removal, flood and hurricane response, etc.).
