Yakima Basin Integrated Plan Project Manager (Environmental Planner 4)

The Office of Columbia River within the Department of Ecology is looking to fill a Yakima Basin Integrated Plan Project Manager (Environmental Planner 4) position. This position is located in our Central Region Office (CRO) in Union Gap, WA. Upon hire, you must live within a commutable distance from the duty station.

 

The Office of Columbia River (OCR) is a small, innovative, and fast-paced water supply development program within the Department of Ecology. In this role, you will serve as a senior environmental planner within OCR, providing planning support and project management for major Yakima Basin Integrated Plan projects and, occasionally, Columbia River Basin projects. Together with a highly skilled, technically focused project team, you will administer and oversee grants, contracts, work orders, and MOUs authorized under the Yakima River Basin Integrated Water Resource Management Plan (RCW 90.38) and Columbia River Basin Water Management Act (RCW 90.90). Additional responsibilities include meeting and coordinating with local, state, federal, and Tribal entities and other interested parties and representing the Department of Ecology on multi-agency and multi-disciplinary work teams involved with implementing various elements of the Yakima Basin Integrated Plan.

Program Mission: The mission of the Office of Columbia River is to aggressively pursue the development of new water supplies for the Columbia River and its tributaries to benefit both instream and out-of-stream uses. Although we partner with many agencies and programs, our mission sets us apart with respect to seeking out and finding water supply solutions by using all of the available tools. We use innovative conservation technology, habitat enhancement tools, and water supply forecasting to improve water supplies for families, farms, and fish in eastern Washington.

 

Telework options for this position: This position will have flexibility of a hybrid telework schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position is expected to work in the office up to three days per week and attend in-person meetings as required by business needs. Duties

 

 


 

What makes this role unique?

You will be responsible for managing grants, contracts, interagency agreements, and other various funding agreements authorized within the applicable State Capital Budget appropriations to implement a variety of water supply, conservation, and habitat improvement projects that support the goals of the Yakima Basin Integrated Plan (YBIP). This includes new project development and planning review as part of various YBIP technical subcommittees, as well as contract management, site visits, funding proposals, environmental reviews, and permit coordination. You will advise Office of Columbia River (OCR) management on emerging policy, technical, and sensitive issues that are barriers to program implementation and propose new scientific or technological approaches and strategic policy development to overcome those barriers.  

 

What you will do: 

  • Conduct professional review of feasibility reports, technical reports, construction documents, water supply data, and water availability information.  
  • Provide policy and planning support for major project developments, such as water storage projects, water conservation projects, and habitat improvement projects. 
  • Coordinate new project development within OCR, including early planning and permitting requirements, in coordination with other programs regarding state water law and policies, Clean Water Act implementation, and 401 certifications and permitting. 
  • Provide planning expertise and assist in the development of environmental planning documents to achieve OCR’s mission.  
  • Review project technical information and status reports for OCR-funded agreements and make recommendations on project viability. 
  • Assist the OCR Director, Financial and Projects Section Manager, OCR Operations Manager, and OCR Program Planner in coordinating documents for environmental review (under the State Environmental Policy Act), including with Section Managers in other Washington regions and the Water Resources Program Leadership Team.
  • Represent OCR on interagency and interdisciplinary teams involved with YBIP implementation and serve on various YBIP subcommittees.

Qualifications

 

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are: 


 

  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

 

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

 

A total of nine (9) years of experience and/or education as described below:

  • Experience in land use, urban, regional, environmental, or natural resource planning, and/or program development, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related experience.
  • Education: involving a major study in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field.

Possible Combinations: College credits or degree – as listed above: Years of required experience – as listed above.

Combination 1; No college credits or degree; 9 years of experience

Combination 2; 30-59 semester or 45-89 quarter college credits; 8 years of experience

Combination 3; 60-89 semester or 90-134 quarter college credits (AA degree); 7 years of experience

Combination 4; 90-119 semester or 135-179 quarter college credits; 6 years of experience

Combination 5; A Bachelor's Degree; 5 years of experience

Combination 6; A Master's Degree or higher; 3 years of experience

OR 

One (1) year of experience as an Environmental Planner 3, at the Department of Ecology.  

 

Desired Qualifications: We highly encourage you to apply even if you do not have some (or all) of the desired experience below.

  • Completed course work or experience in agricultural irrigation systems, natural science, or water resources. 
  • Ability to work independently on large projects and stay focused on tasks for long periods of time. 
  • Experience with applications such as GIS and Microsoft Excel, PowerPoint, and Word.
