Under limited supervision, at the expert level, this position will gather all information necessary to reduce the states liability within the Office of Special Reclamation (OSR) by following the procedures and policies required for the termination of jurisdiction process.  

This work will include:

Site visits to determine OSR liability

Working with the Inspection and Enforcement group with the WVDEP

Preparing documentation for final termination of jurisdiction.  

This position will gather all information necessary to obtain Army Corp of Engineer (USACE) permits and state 401 permits for any OSR, Abandoned Mine Lands (AML), or Landfill Closure Assistance Program (LCAP) sites that require in-stream construction.  This work will consist of conducting stream delineations, wetland identification and delineations, compiling the data into the appropriate format for application submittal, and working with the regulatory agency throughout the application approval process.  

Addressing any NEPA concerns that may arise throughout the permit application process.  

This position will utilize their knowledge of the WVNPDES rules (47CSR30) to research and gather data pertinent for preparing and obtaining NPDES permits in accordance with state guidelines (also, the reissuance and modifications of existing NPDES permits as necessary).  

Conduct meetings with any state or federal regulatory agencies regarding any permitting issues that may arise and be responsible for multi-agency and multi-level coordination of permitting activities.

Research permitting options to alleviate effluent limits on existing NPDES outlets.    

Serve as lead working directing Environmental Resource Specialist 2 staff concerning any mapping associated with the application process while reviewing their progress and providing technical guidance.  

All of these duties are statewide.  Employee will perform other related duties as required and/or assigned. 


Ideal applicant qualities:

 

Position requires constant communication with multiple offices in all regions within DLR.

Knowledge of state NPDES permit program.  

Knowledge of USACE permitting (Nation Wide Permits, Individual Permits, DLR’s Regional General Permits), Jurisdictional Determinations, Environmental Impact Determinations which require staying current on all federal regulations.  

State 401 certification of the USACE authorizations.  

Familiarity with environmental monitoring and compliance.  

Good communication skills both written and oral.  

Knowledge of GIS, Microsoft Office Suite products, Google software products, Electronic Submission System (ESS), and Application Extender (AppX).  

Ability to maintain a good working relationship with state and federal agencies.  

Some overnight travel may be required.  May be required to work outside for extended periods of time in all weather extremes.   Must be able to develop permit applications based on on-site inspections and data collection.

Minimum Qualifications

 

Training: Bachelor’s degree from an accredited college or university.

OR

Substitution: Additional full-time or equivalent part-time paid professional experience as described below may substitute for the required training at the rate of one (1) year of experience for every thirty (30) semester hours of training.

AND

Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental resources, or in environmental protection, or in an agency specific area related to environmental impact.

OR

Substitution: Graduate coursework from an accredited college or university may substitute for the required experience at the rate of fifteen (15) semester hours of training for every one (1) year of experience.
