Job Description

 

Summary of position: 

This position works under the direction of the Deputy Chief of Service, Medicine, exercises wide latitude of independent judgment and initiative in supervision of overall administration and management of the Medicine Department. The position assumes full responsibility and authority in areas delegated. May direct a group of services across multiple jail facilities

 

Responsibilities include: 

  1. Serves as Deputy Chief of Service, Medicine and Site/Service Medical Director in their absence. 
  2. Participates in the planning, development and promulgation of programs, policies and procedures, and evaluative and monitoring techniques designed to implement the policies and achieve the goals established by CHS and HHC leadership, paying special attention to communicating with Site/Service Medical directors. 
  3. Responsible for the provision of overall medical and dental care delivery for assigned facilities.
  4. Supervises the implementation of CHS programs and policies concerning health care facility operations and assists in coordinating activities between facility staff and corporate officers and Department of Correction Partners.
  5. Supervises clinical services rendered by Site/Service Medical Directors, Physicians and Physician Assistants in designated facilities.
  6. May direct a compliance program for the health care facility in meeting standards established by inspecting and accreditation agencies involving delivery of health care services. 
  7. Makes frequent site visits to each covered facility to discuss issues with Site/Service Medical Directors and facility staff and liaisons complex issues to the Deputy Chief of Service, Medicine. 
  8. Assists the Site/Service Medical Director in always maintaining physician or mid-level coverage.
  9. Serves as a clinical education leader for Site Medical Directors and front-line clinical staff in designated facilities.
  10. Participates in the selection and appointment process of department heads and establishment of organizational structures. Participates in the establishment of formal systems of financial procedures, qualifications for employment and retention of competent personnel, employee health programs and general administrative support services.
  11. Assists in the development and monitoring activities of the annual budget including staffing ratios.
  12. Assists with formulation and implementation of clinical policies and workflows consistent with current evidence-based clinical practice.
  13. Participates in conceptualization, implementation, and evaluation of Quality Improvement efforts in conjunction with Site/Service Medical Directors, facility staff, Deputy Chief of Service, Medicine, and the Chief of Service, Medicine. Liaisons and interfaces in these effects with the leadership of nursing, pharmacy, operations, and social work. 
  14. Recommends construction and alteration programs, including acquisition and replacement of facility equipment.
  15. Leads Site/Service Medical Directors in clinical performance evaluation. Reviews clinical staff performance and, where necessary, assists Site/Service Medical Directors with progressive discipline.
  16. Schedules and conducts and/or participates in regular interdepartmental and departmental meetings. May designate departmental representatives for medical staff and multi-disciplinary committees to facilitate effective communication lines within the healthcare system.
  17. Assists the Deputy Chief of Service, Medicine in maintaining cooperative relationships with community, professional groups, external agencies and regulatory bodies.
  18. Assists in conducting contract negotiations with affiliates, labor unions and related groups.
  19. Provides direct clinical care to the extent necessary to understand clinical workflows, implications of policy and application of community standards to the security setting, as well as in exigent circumstances.
  20. Collaborates on clinical education and telehealth expansion initiatives with other Chiefs of Service or the Director of Clinical Education

 

Department Preferences: 

  1. Graduation from a medical school approved by the Council on Medical Education and Hospitals of the American Medical Association. 
  2. Completion of a residency program in Internal Medicine, Family Medicine, or Emergency Medicine 
  3. Certification by American Board in field of specialization or a faculty appointment of Associate Professor or higher in a medical school recognized by the American Medical Association. 
  4. Unrestricted license to practice medicine in the State of New York, as well as current DEA, BCLS and ACLS certification, and Infection Control Certification. 
  5. Experience leading quality improvement initiatives 
  6. Skilled in patient-centered shared decision making
  7. Skilled in communicating risks and benefits of clinical interventions and assessing capacity to make informed decisions.
  8. Interest in medical leadership and team building
  9. Experience working with patients who have serious mental illness
  10. Experience working with patients who carry substance use diagnoses; knowledge of harm reduction approaches to care; and familiarity with medications to treat opioid use disorder
  11. Understanding of trauma-informed care
  12. Teaching experience and/or fellowship training in geriatric medicine, infectious disease/HIV primary care, or addiction medicine are preferred. 

 

Minimum Qualifications

 

Applicants must have all of the following:

1. Graduation from a medical school approved by the Council on Medical Education and
Hospitals of the American Medical Association.

2. Completion of an acceptable internship in an approved hospital.

3. A license to practice medicine in the State of New York.

4. Certification by American Board in field of specialization or a faculty appointment of Associate Professor or higher in a medical school recognized by the American Medical Association.

5. Eight (8) years of satisfactory full-time paid experience in field of specialization including at least three (3) years in a supervisory or administrative capacity.(Training and experience required for certification will be credited toward required specialized experience.)
