Summary:
To manage strategic direction for and daily operations of the Bureau of Finance & Administration inside the Department of Information Technology (DoIT), to include overseeing DoIT and agency IT budgets, financial tracking, financial reporting, IT purchasing, accounts payable, and cost allocation functions.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education: Master's degree from a recognized college or university.
Experience: Eight years of experience in finance and administration, five years of which shall have been in a management level position involving administration or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
Or
Education: Bachelor's degree from a recognized college or university.
Experience: Nine years of experience in finance and administration, five years of which shall have been in a management level position involving administration or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
License/Certification: Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.
The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.
Responsibilities:

Manages and directs information technology strategy for the Bureau of Finance & Administration to ensure effective, accurate, and cost-effective operations. - Manages the staff of the Bureau of Finance & Administration in a manner that facilitates high performance and accountability in a collaborative team environment.
- Plans, prepares, implements and monitors the statewide information technology biennial budget, including the development and ongoing maintenance of DoIT’s budget system, within the framework of DoIT and statewide goals and objectives.
- Authorizes, develops, implements and enforces DoIT policies related to finance and purchasing. Instructs DoIT leadership on policies and practice related to budgeting and financial processing, with special attention given to agency IT Leads who are themselves carrying agency budget responsibilities.
- Plans, prepares, implements and monitors agency charge-backs for information technology products and services that are delivered by DoIT, including the maintenance of the DoIT Allocation System and supporting information systems.
- Supervises the accurate and timely handling of accounts payable. Facilitates and manages a compliant and accountable purchasing process that lands payments in the right buckets so that they are properly charged on the back side of the process.
- Tracks and manages the production and delivery of required (Administrative Services policy, manual of procedures, and statutory) financial reporting.
- Maintains and manages strong relationships with agency counterparts, Administrative Services Budget Supervisors and staff of the Legislative Budget Office. In collaboration with DAS Budget Supervisors, ensures appropriate updating of the State of NH’s financial system to ensure accuracy and minimize redundancies.
- Manages and oversees financial audits that come out of the Legislative budget office, to include facilitating the gathering of information, providing feedback on initial findings and developing and administering plans to address findings when they fall into DoIT’s span of control.
- Participates as a member of DoIT’s Senior Management Team in the development of departmental policies, procedures, budget, and strategic planning.
