The Department of Family Services (DFS) is seeking a non-merit benefit eligible (E-Status) part-time Management Analyst I (MA I) to support the Division of Domestic and Sexual Violence Services (DSVS). DSVS focuses on ending domestic and sexual violence, sex exploitation, human trafficking and stalking. ABOUT THE POSITION:
The Management Analyst I performs professional level data, analytical, and technical work to support the Data Analytics function in DSVS and serves as a key team member in the implementation of DSVS’s Strategic Plan to ensure equitable outcomes for clients by using data and technology. Periodic data reporting and analysis will be conducted to assist the management team in optimizing resources available to satisfy internal and external reporting obligations, e.g., for DFS leadership updates and grantors’ progress reports.
Under general guidance of the Management Analyst III, the MA I performs the below duties and responsibilities:
- Using assigned software packages, assists with data collection, cleaning, verification, and analysis
- Identifies and develops ways to improve data collection and reporting
- Provides technical assistance to assigned programs within DSVS to support data quality and collection efforts and advancement of new technology
- Provides technical assistance and support to non-profit agencies as part of system-wide data collection projects
- Collects, submits, tests, and monitors new technology systems and troubleshoots database issues and reporting requirements. May serve as subject matter expert in various DSVS systems based on program need.
- Develops and generates various reports as requested such as grants, performance measures, and external and internal requestors.
- Works in collaboration with local stakeholders to determine community measures related to domestic violence (DV) prevalence and services
- Participates in staff meetings and trainings, as required
- Performs other duties as assigned in support of department/division goals and mission
The functional areas of this position include analytical and technical work in data management, analysis, technology implementation, and program development; reporting of performance measures for internal and external clients; and quality assurance.

WORK SCHEDULE:
20-30 hour per week depending on availability and workload. Schedule may include some evening and weekend hours to meet program needs. Telework may be permissible for this position upon successful completion of the initial 30 days on-site work.
KNOWELDGE, SKILLS, and ABILITIES:
- The appointee for this position must have the following knowledge, skills, and abilities:
- Ability to use software such as Excel, to clean, manipulate, and stage data for analysis
- Ability to develop and run simple queries and reports in identified software
- Ability to analyze case level data and maintain confidentiality in alignment with applicable statutes
- Ability to communicate to a wide variety of audiences to convey key data points
- Ability to read, comprehend, apply and explain business material and complex policies and procedures.
- Ability to work independently and as part of a team. Ability to manage competing priorities and work under a pressured environment.
- Ability to work independently as well as collaboratively with diverse team members and external partners.
MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area.
PREFERRED QUALIFICATIONS:
- Demonstrated ability to learn new software programs to produce data reports as needed, such as Excel, Power BI, GIS and other reporting tools.
- Demonstrated ability to learn about interpersonal violence, health and human services, and the implications of privacy and security in data collection.
- Demonstrated ability to use data to show findings, recommendations, or policies.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and Child Protective Services check.
PHYSICAL REQUIREMENTS:
Ability to use automated technology and keyboard driven equipment. Sufficiently mobile to transport self and equipment to various locations throughout the county to attend meetings and community forums. Ability to lift 15 pounds, with or without accommodation. All duties performed with or without reasonable accommodation.
