EMERGENCY OPERATIONS COORDINATOR
Estimated Hiring Range: $60,000 - $65,000 Based on Experience
GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position is responsible for coordinating and implementing the City’s emergency preparedness plans for severe weather, mass care, radiological emergencies, public alerts, or other emergency events. This position serves as primary coordinator for public education activities for the Division of Emergency Management and manages the Community Emergency Response Team (CERT) Program. The position is assigned to the Emergency Operations Center during emergency and disaster response activations. Reports to the Emergency Preparedness Manager.
ESSENTIAL JOB FUNCTIONS Responsible for the effective supervision and administration of the division’s disaster preparedness activities; engages key stakeholders and implements public education initiatives. Responsible for ensuring public, private and nonprofit stakeholders are trained and educated on their respective responsibilities in the Emergency Operations Plan. Develops and utilizes discussion-based and functional exercises to reinforce training. Develops and maintains the EOC Team training schedule and an annual training calendar with a three-year regional exercise plan for Peninsula partners. Researches and applies for grants to fund new and existing programs on the federal, state, and local levels; implements and manages grant projects; compiles information and prepares a variety of reports, proposals and presentations on various disaster preparedness, emergency first aid, terrorism, and related topics; analyzes statistical data. Tracks and updates Web EOC, Crisis Track, Everbridge and other systems of record accounts. Assigned to the Emergency Operations Center (EOC) during activations for emergencies or disasters and is subject to recall; provides emergency instructions to City employees; attends meetings, exercises, forums, and public functions relating to emergency management as a representative of the City of Newport News. Assists with the preparation of emergency management media briefings; works with the City’s public information offices in developing and providing appropriate public communications and information for the protection of citizens. Collaborates on standard operating procedures for damage assessments, public alert and warning, Community Emergency Response Team (CERT), points of distribution, and the use of electronic media in emergency management. Develops, coordinates, recruits, trains, and establishes priorities for the (CERT) Program. Presents and provides CERT Program awareness and training to local businesses, Newport News Public Schools, Fire Department and City personnel, and the community at-large. Develops, coordinates, and oversees the public and private partnership program to engage local businesses in disaster preparedness, training, and response activities. Prepares after-action reports and improvement action plans. Performs other duties as assigned.

REQUIRED KNOWLEDGE • Emergency Management - General knowledge of emergency management principles, practices, organizations and procedures. General knowledge of local, regional, state and federal organizations and available resources and public safety approaches. General knowledge of Continuity of Operations Planning (COOP), National Incident Management System (NIMS), Homeland Security Exercise Evaluation Program (HSEEP), Urban Area Security Initiative (UASI) Program, and state reports to include Local Capability Assessment Report (LCAR), and Regional Hazard Mitigation Report. • Training - Knowledge of the principles, techniques and methods of adult education and training to include methods for developing training outlines and programs. Thorough understanding of WebEOC, Crisis Track and GIS programs preferred. • Customer Service - Knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction.
REQUIRED SKILLS • Computer Skills — Utilizes personal computer applications to include word processing, spreadsheet, data management, presentation and related software. • Judgment and Decision Making — Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving complex matters. Considers the relative costs and benefits of potential actions to choose the most appropriate one. • Time Management - Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. REQUIRED ABILITIES • Interpersonal Relationships – Ability to develop and maintains cooperative and professional relationships with employees, managers, representatives from other departments and organization. • Communication – Ability to communicate complex and technical ideas and proposals effectively so others will understand to include preparation of presentations, reports, schedules, and documentation. Ability to listen and understand information and ideas presented verbally and in writing. • Financial Management - Ability to perform arithmetic, algebraic, and statistical applications to perform purchasing and financial transactions. Ability to employ economic and accounting principles and practices in the analysis and reporting of budgeting data.
EDUCATION AND EXPERIENCE Emergency Operations Coordinator I- Requires a Bachelor’s Degree in Emergency Management, Homeland Security or a related field, with considerable experience with Emergency Operations Center activations, exercises or a combination of both as a member of the command or general staff, incident management team, volunteer organization, exercise evaluation team, or similar role or 2 years of relevant experience; or an equivalent combination of education and experience. Emergency Operations Coordinator II- Requires a Bachelor’s Degree in Emergency Management, Homeland Security or a related field, significant experience with Emergency Operations Center activations, exercises or a combination of both as a member of the command or general staff, incident management team, volunteer organization, exercise evaluation team, or similar role or 5 years of relevant experience; or an equivalent combination of education and experience.
ADDITIONAL REQUIREMENTS Requires an acceptable general background check to include a local and state criminal history check. A valid driver’s license with an acceptable driving record. Must possess certifications for National Incident Management Systems (NIMS) courses IS-100, 200, 700, and 800, or equivalent certifications. Must obtain ICS-300 or equivalent certification within one year of employment in this position. Emergency Management Institute (EMI) Professional Development Series and Advanced Professional Series certification is preferred. This job is considered Essential Personnel and will be required to work during and following natural disasters, emergency situations and planned events outside of normal duty hours.
PHYSICAL REQUIREMENTS • Requires the ability to exert light physical effort in sedentary to light work. • Some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (10-25 pounds). • Tasks may involve extended periods of time at keyboard or workstation. SENSORY REQUIREMENTS • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. • Some tasks require the ability to communicate orally. ENVIRONMENTAL EXPOSURES Essential functions are regularly performed without exposure to adverse environmental conditions.
