Job Summary

Are you passionate about fostering strong relationships, building capacity and promoting collaboration between government agencies and Tribal nations? The Minnesota Department of Revenue is seeking a dedicated and dynamic Tribal Liaison to join our team. In this pivotal role, you will coordinate efforts across the agency to build capacity within the Department of Revenue to support, develop, enhance, and promote effective working relationships with the 11 federally recognized Tribal nations in Minnesota, their leaders, members, the urban Indian community, and other relevant agencies and organizations.

Key responsibilities:

  • Relationship Building: Serve as the primary point of contact between the Department of Revenue and Tribal nations, fostering trust and collaboration.
  • Advisory Role: Provide expert advice on Tribal sovereignty, Revenue activities, Tribal law, treaties, and culture to leadership and agency employees.
  • Program Development: Work closely with the Commissioner’s Office and senior leadership to develop and oversee a robust Tribal Relations program within the Department of Revenue that includes consultation and negotiation protocols, policy review, and the development of projects, procedures, trainings, agreements, and reports that impact Tribal nations and communities.
  • Consultation and Negotiation: Prepare, implement, and facilitate annual Tribal Consultations and State-Tribal Tax Agreement negotiations.
  • Project Management: Lead and manage projects and communications that strengthen Tribal relationships with Revenue.
  • Training Coordination: Support employee participation with Tribal-State Relations Trainings to ensure staff are engaged, well-informed and understand the connections to their work.
  • Outreach and Engagement: Organize and lead meetings, develop materials, and coordinate engagement in Indian country.

This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected. 

 

Qualifications

 

Minimum Qualifications

  • Five (5)* years of professional experience working with Tribal nations, urban Indian communities, or relevant governmental entities in policy development, coordination, or advocacy. With demonstrated knowledge of Tribal sovereignty, self-governance, treaties, and cultural considerations, with specific experience in working with or within the context of Minnesota’s 11 federally recognized Tribal nations. 
  • Strong project management skills with experience in managing cross-agency projects, including timelines, deliverables, and stakeholder engagement, particularly in the context of Tribal relations, and the ability to independently plan, implement, and manage projects such as State-Tribal Tax Agreements and Tribal Consultations. 

*A Bachelor's degree in Native American Studies, Public Policy, Law, Political Science, or a related field as determined by the agency may substitute as one (1) year of professional experience, a Master's degree may substitute as eighteen (18) months of professional experience. 

Applicants who meet the above experience requirements will be further evaluated based on the following: 

  • Extensive, planning, and organizational skills
  • Exceptional verbal and written communication skills, including the ability to develop and present clear, concise, and culturally competent materials, presentations, and reports related to Tribal relations and policy, with Experience in leading and facilitating meetings, consultations, and trainings with diverse groups, including Tribal leaders, government officials, and the public. 
  • Ability to collaborate effectively with both internal (e.g., senior leadership, department employees) and external stakeholders (e.g., Tribal leaders, state agencies, other governmental entities), with strong interpersonal skills with the ability to build and maintain positive working relationships with diverse stakeholders, including elected officials, government agencies, and community members
  • Ability to prepare comprehensive reports, policies, and procedures
  • Ability to identify, evaluate, negotiate, and resolve critical management issues

Preferred Qualifications

  • Proven track record of developing, reviewing, and implementing policies, procedures, or agreements that directly impact Tribal communities and align with statutory requirements, such as MN Statutes section 10.65 and Executive Order 19-24, with experience working with senior leadership to advise on and navigate complex policy issues affecting Tribal nations. 
  • Solid understanding of tax policy and issues specific to Tribal nations, including State-Tribal Tax Agreements and other revenue-related topics. Experience in negotiating or facilitating agreements related to Tribal taxation or between the State and Tribes is highly preferred.
  • Demonstrated cultural competence in working with Indigenous peoples, including a deep understanding of cultural awareness, traditions, and values of Minnesota’s Tribal nations, with the ability to navigate sensitive issues with diplomacy and respect for Tribal sovereignty and self-governance. 
  • Experience in developing and facilitating training sessions on Tribal-State relations, sovereignty, and cultural sensitivity for agency staff and leadership, with the ability to design and implement capacity-building programs that enhance employees' understanding of Tribal topics and improve Tribal-State relations. 
  • Strong analytical and problem-solving skills with a demonstrated ability to address complex issues related to Tribal governance, law, and policy, with experience in resolving conflicts or facilitating discussions between Tribal communities and state agencies or other governmental entities. 

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
